- Brand Name Sole Source Justification The 177th Fighter Wing intends to sole source for the upgrade of the Document Control Automated Imaging system (DCAIS) to Norcom Inc., 21638 NE 20 th Way Sammamish, WA 98074. Norcom is the manufacturer and direct seller of the system and software to the Government. The upgrade of this software will be utilized by our Logistics squadron in the Standard Base Supply System (SBSS) to scan, track, and maintain electronic documents. This procurement is being made pursuant to 10 U.S.C. 2304(c)(2), FAR 6.302-1, and FAR 13.106(b)(1) for other than full and open competition and soliciting from a single source. Norcom provided the original document control system at the base and is the sole manufacturer (see Sole Source Brand Name Justification). A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
