SOURCES SOUGHT NOTICE 1. Solicitation Number: HHS-NIH-NIDA(SSSA)-SBSS-2017-532 2. Title: EyeLink 1000 Plus System (Eye Movement Tracking System) 3. NAICS Code: 334516 - ANALYTICAL LABORATORY INSTRUMENT MANUFACTURING Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse, Station Support Simplified Acquisitions, 31 Center Drive, Room 1B59, Bethesda, MD 20892. Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The lab will be working on a study that seeks to study causal relationships between brain areas and behavior. The new method will be used to understand the neural circuitry that primates use to interpret their visual world. Humans, like other primates, rely heavily on visual processing for appropriate social behavior. This novel work requires a very fast frame rate eye tracking system for training and behavioral analysis of nonhuman primates. The essential characteristics of the EyeLink 1000 Plus for nonhuman primates that limit the availability to a sole source are: • Infrared gaze and pupil tracking with a minimum frame rate of 1000 FP. • Desktop (also called "remote") operation that supports either monocular or binocular tracking. • Proven operation with nonhuman primates. • Pupil size measurement with gaze compensation. • Analog output for X, Y and pupil size. Only this suggested source can furnish the full set of requirements, to the exclusion of other sources, because this company has a history of supporting nonhuman primates and developing flexible, high speed eye tracking technology for that market. This vendor's product is currently the only commercial high speed eye tracking product tested in nonhuman primates. The Laboratory of Brain and Cognition, Section on Learning and Plasticity at NIMH, requires an eye tracker to monitor eye movements during transcranial magnetic stimulation (TMS) experiments. An eye tracking system to be used in the clinic for recording eye movements, gaze position and pupil diameter by the research staff. This eye tracking system will be used for research in cognitive studies employing transcranial magnetic stimulation (TMS). The essential characteristics of the EyeLink 1000 Plus that limit the availability to a sole source are: • Sampling rates up to 2000 Hz monocular / 1000 Hz binocular (with Desktop mount). This greater number of data points collected for a given eye event (particularly saccades), leads to more precise event duration measurements and more information is therefore available on event dynamics. • End-to-end sample access delay under 1.5 ms (at 2000 Hz sampling rate). Fastest eye data access delay of any system with the lowest variability, making it excellent for gaze or saccade contingent work. • The 1000 Plus Core System has multiple camera mounts. • Focal Imaging Technology, a feature unique to EyeLink 1000 series, provides extremely high resolution eye data without the need for a limited camera field of view, allowing eye position to be tracked even when the participant's head moves +/- 30 mm horizontally or vertically. • Robust eye tracking in conditions of moderate head movement allows for a less restrictive head restraint or the use of only a forehead rest, ideal for studies where verbal responses are required. The Section on Cognitive Neurophysiology and Imaging, within the Laboratory of Neuropsychology plans to interrogate the functional significance of neural responses of face patch system located on ventrolateral surface of the marmoset brain. The Section will monitor local population of neurons within a face-selective region while the monkey is looking at the visual stimuli on the screen. To investigate how a given neuronal circuitry acts differently according to the viewing conditions, the animal's eye gaze position and movement pattern will be monitored via eye-tracking system across various viewing conditions. Different viewing conditions can include but are not limited to: maintaining a tight fixation to the center of the screen while stationary images briefly appear on the screen, freely exploring a stationary image during certain period of time, freely exploring a dynamic video stimulus. Eye movement pattern and gaze position are the key behavioral measures in this kind of visual experimental paradigm, through which we can access the final motor outcome of the whole visual system. To find a link between monkey's behavior and responses of a given population of neurons, it is extremely important to have a high-performance measurement device for eye movements. In addition, certain flexibility and versatility are required to use the system for various experimental situations, as we conduct experiments with awake animals The essential characteristics of the EyeLink 1000 Plus that limit the availability to a sole source are: • A sampling rate of up to 2000 Hz binocular comes standard with every EyeLink 1000 Plus system. The EyeLink 1000 Plus uniquely has low-noise 2000 Hz monocular mode, necessary for gaze-contingent designs where the fast report of gaze position is critical while minimizing false alarms. With the Remote Camera Upgrade, tracking is up to 1000 Hz binocular. The EyeLink 1000 Plus is the only eye-tracker with this high data acquisition rate. • End-to-end sample access delays (at high sampling rates). The EyeLink 1000 Plus provides fast data access with the lowest variability, again, making it outstanding for gaze or saccade contingent work. Output can also be in voltage for interfacing with existing equipment popular with non-human primate research groups. • Cross Platform OS X to Windows Experiment Creation Software. No other eye tracking company offers such a feature rich integrated experiment creation environment as the Experiment Builder. Furthermore no other eye-tracker software packages are cross-platform Windows and OS X. The Functional MRI Facility (FMRIF) needs to acquire two MR-compatible eye tracking systems for users of the FMRIF-7T, FMRIF-3TA and FMRIF-3TD. Users of FMRIF need systems for monitoring, collecting, and analyzing high quality physiological data in response to visual, painful, emotion, and other stimulus while collecting neuroimaging data in the MRI environment. Tracking eye-position and pupil dilation are important physiological measure that can index arousal, attention, and cognitive effort and are only available via an eye tracking system. This procurement will enhance the scope of physiological data collected in the MRI for a range of patient populations, in numerous task and resting state conditions. Eye gaze measurements are known to determine attention and have recently been shown to contribute to decision-making. Pupil and eye-tracking data are difficult to measure in the MR-environment and must be collected reliably manner and synchronized precisely with stimulus presentation The essential characteristics of the EyeLink 1000 Plus that limit the availability to a sole source are: • The Eyelink 1000Plus is the only MR-compatible eye tracker on the market capable of recording eye position at such high speeds - 1000 Hz (binocular) and 2000 Hz (monocular). High-speed eye tracking is necessary for detecting microsaccades (brief small-amplitude eye movements that occur during fixation), as well as for accurately tracking eye position during smooth pursuit eye movements. • The Eyelink 1000 has greater spatial precision than any other eye tracker on the market (< 0.1 deg). High spatial (and temporal) precision is necessary for gaze-contingent experiments. • The behavioral facilities in many labs in the NIMH are already equipped with Eyelink 1000 eye trackers, and it is critical that the same equipment for eye tracking be used for behavioral and fMRI experiments FMRIF researchers need to relate the eyetracking measures from the MRI environment with the eye-tracking measures collected in the clinic, and therefore need to use the same system. The Long Range Eye link 1000 Plus will allow us to synchronize data processing and analysis from both the clinic and MRI environment. This will allow FMRIF researchers to conduct research examining physiological and brain responses in an integrated way without reducing data quality. Anticipated period of performance: It is anticipated that delivery of the equipment will be within 30-60 days of receipt of the order. Capability Statement: Contractors that believe they possess the ability to provide the required services should submit documentation of their ability to meet the project requirements to the Contract Specialist. Contractors should also provide their Company Name, DUNS number, Physical Address, and Point of Contact Information.
