FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE Schedule 66- Scientific Equipment and Services SUBJECT: Wireless Local Area Network (WLAN) Baseband Verification Library License SOLICITATION NUMBER: SB1335-17-RQ-0522 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Keysight Technologies, Inc. located at P. O. Box 4026, Englewood, CO 80155-4026, adds WLAN IEEE-802.11 signal waveform library to the SystemVue computing engine (SystemVue is already owned at the location). The part number is W1917EP. The sole source justification is based on the following: This is a new requirement to add Wireless Local Area Network (WLAN) Baseband Verification Library License to the existing SystemVue computing engine. It contains an IEEE-8-2.11 waveform library that will enhance SystemVue's capabilities by allowing it to model the numerous 802.11 protocols and perform a technical analysis on them. To meet mission requirements, the NIST needs to procure an additional design tool (signal protocol/waveform) to the application's signal waveform library. It has an add-on capability specifically designed for, and to be used by, the SystemVue software application. This is not a stand-alone executable IT software product, expanding capabilities of existing software items that we already own. The proposed acquisition of the W1917EP WLAN Baseband Verification Library License will enhance the design, simulation, and analysis capability of our SystemVue software application. This is a commercial off-the-shelf (COTS) software item that isspecifically designed for use with the SystemVue product. As such, only components manufactured by Keysight meet the compatibility requirement and meet NIST's minimum requirements.
