Description
See attached Sole Source Justification for more information. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within seven days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The CISION/VOCUS service provides comprehensive search and clipping services to more than 25,000 media sources daily. CISION/VOCUS provides several unique services unavailable from other known sources. The combined issues of time requirements, cost, loss of access, and loss of distribution ability make loss of CISION/VOCUS a potentially crippling event. Loss of services to leadership that are built around the functionality of CISION/VOCUS would make transition to another product especially sensitive, the excessive cost notwithstanding. Lapse or discontinuance of access to this complex, proprietary service will threaten our ability to carry out functions directed by the Secretary of the Navy in SECNAVINST 5720.44C and the Chief of Naval Operations in OPNAVINST 5726.8 series, including support of combat and contingency operations overseas. CISION/VOCUS, Inc. is therefore judged to offer the best value to the Navy for the required services. The applicable North American Industry Classification Systems (NAICS) Code is 519130.
