Description
Justification for Other than Full and Open Competition- PR0005273 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Advanced Analytical Technologies, Inc., 2450 SE Oak Tree Court #101, Amkeny, IA, 50021-7102 for the purpose of procuring a Fragment Analyzer Automated CE system and its associated peripherals. The DNA Support Unit (DSU) is currently validating Next Generation Sequencing (NGS) instruments/technologies. The DSU has routinely used an Advanced Analytical Fragment Analyzer to quantify DNA at multiple process points. This instrument has been found to be highly sensitive and reproducible and has become an integral part of the NCS workflows under development. The Fragment Analyzer currently in use by the DSU is equipped with a 12 capillary array, allowing it to analyze a single row of 96 well plate (12 samples) at a time. While this was effective in the early stages of validation, larger numbers of samples (50-100) are regularly being generated as the DSU moves forward with the NGS validations studies, and a 48 capillary array is necessary in order to shorten analysis time and allow significantly more samples to be run in the same amount of time. The array is an integral component of the instrument and cannot be changed on a run-by-run basis to account for the varying throughput levels, therefore the DSU needs to procure an additional Fragment Analyzer instrument along with its associated reagents in order to meet the DSU's need for a higher throughput array and accommodate the larger number of samples that are being run. Additionally, the DSU has the need to obtain a new 12-capillary array for its Fragment Analyzer currently in-house. Each array has a useful lifespan of 12 months, and the current array is close to the end of its lifespan. The Fragment Analyzer Automated CE instrument, manufactured by Advanced Analytical Technologies, Inc. is the only instrument that meets the FBI Laboratory's automated fragment analysis needs for the NGS research and evaluation. The DSU needs to procure the following instrument and associated peripherals: • 1 Fragment Analyzer Automated CE system (48 capillary) • Florescent System installation & training • 1 Fragment Analyzer Operational Qualification kit • 1 48-Capillary array Cartridge, 50 um (ID) 33 cm (EFF)m 55 cm (TOT), 10mL (RES) Based on market research, and Government end-users, it has been determined that Advanced Analytical Technologies, Inc. is the sole manufacturer and distributor of the Fragment Analyzer Automated CE system and its associated peripherals; therefore, they are the only company capable of providing the necessary instrument. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
