Description
SCOPE. This project consists of a renovation and expansion of the existing radiation oncology department located in the basement of the Washington D.C. VAMC located at the address above. The existing 5,851 GSF Radiation Oncology department will be expanding into an unexcavated 1,094 GSF area of the basement. This project will also include a re-routing of a hospital corridor which currently totals 452 square feet. Prospective bidders are required to visit the site prior to bid submission due to the complexity and phasing requirements for this project. Total area of work: Basement: Renovation: 2,752 SF. New Work (in excavated area): 950 SF. Total basement work: 3,702 SF. 1st Floor: Renovation: 1,113 SF. Total Renovation: 3,865 SF. Total 1st Floorwork: 4,978 SF. All work shall be conducted in complete accordance with project drawings and specifications. All work to be closely coordinated with the VA Contracting Officer (CO) and Contracting Officer s Representative (COR). DURATION OF PROJECT: All work to be completed within 365 calendar days from date of receipt of Notice to Proceed (NTP). SOLICITATION DOCUMENTS: The solicitation documents will be posted at www.fbo.gov on or about July 20, 2017 with bid opening August 21, 2017, at 2:00PM (EST.). Dissemination of the solicitation, specifications and drawings is limited to electronic medium. All interested Bidders (primes & subcontractors) should register at www.fbo.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register at the www.fbo.gov website. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority under Public Law 109-461 (38 U.S.C. 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB only). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: www.sam.gov, http://www.vip.vetbiz.gov, to be eligible for award. Bidders MUST ensure registration in these websites are accurate, complete and have not expired prior to bid opening date. Project magnitude is between $ 2,000,000 and $5,000,000. The NAICS code for this project is 236220 and the business size standard is $36.5 million. BONDS: Bonding in the form of Bid, Payment and Performance will be required. SITE VISIT: A one-time only site visit will be scheduled on August 2, 2017 @ 02:00PM. More information will be in the solicitation package. BID Opening: The bid opening for this project will be located in FMS Conference Room BH132, Department of Veteran Affairs Medical Center, 50 Irving Street NW, Washington DC. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fbo.gov. Paper copies of the amendment will NOT be individually mailed. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3, Amendments to Invitation for Bids. Bidders should re-visit the website periodically to look for updates. All requests for information (RFIs) are required to be in writing to the Contracting Officer and shall be received by the specific date mention in the solicitation prior to bid opening; no telephone inquiries will be accepted. It is the interested bidders responsibility to be sure your questions were actually received in the contracting office for a response, prior to the (August 8, 2017) cut off period. Questions received after the cut off period will not be responded to. Questions shall be emailed to flora.taylor@va.gov. The Contracting Officer cannot guarantee that a response to e-mailed questions will be received.
