Description
This synopsis is to announce that Kadena AB, Okinawa Japan, intends to solicit Brand Name only, for the following: Purchase, integration, installation and maintenance of a NFPA 1221 and NFPA 403 compliant Fire Station Alerting System. This will integrate all four fire stations under a single operating system. This system will speed up 9-1-1 call processing by utilizing a IP based public address system to vastly improve firefighter safety and emergency services delivery by faster and reliable fire station alerting and earlier emergency vehicle response times. The contractor shall provide all personnel, materials, supervision, tools, supplies, equipment, labor, training and other items and non-personal services necessary to design, install, integrate and optimize the comprehensive Fire Station Alerting System to include all areas of Kadena Air Base, Okinawa, Japan building's 738, 739, 3489, 3579, 3640 and 52200, including outdoor spaces. The contractor will ensure all manufacturers' recommendations will be strictly adhered to during the installation of the system. In case of an emergency, the contractor will be able to respond within 12 hours to support, troubleshoot or repair the new system. The Fire Station Alerting System must meet the Uniform Building Code, NFPA 70 and 1221 standards. This system must also support the Fire Stations and Dispatch centers at building 738, 739, 3489, 3579, 3640 and 52200. The new system must include multi-function desk sets, noise controllers, indoor and outdoor speakers, auditory and visual alerting. The new system will be integrated into the existing communications dispatch center to allow any or all fire stations to be alerted as required for emergency response. This system will be upgraded to a new IP based design for each Fire Station. Where necessary, the contractor will provide new wiring for the Fire Station Alerting System. The system will utilize the existing IP backbone currently in place at the Fire Stations and the contractor will integrate Station Alerting functionality to the existing Motorola dispatch consoles. Statutory authority permitting Other than Full and Open Competition. This action is to be undertaken in accordance with FAR 13.106 (b) Soliciting from a single source, on the basis that the vendor is the only known source capable of meeting the government's requirements. Brand: Motorola The North American Industry Classification System (NAICS) for this requirement is: 334220 Radio and Television Broadcasting And Wireless Communications Equipment Manufacturing. The size standard is 1,250 employees. Because of these proprietary protocols, only Motorola manufactured parts and accessories are compatible with the system. Using anything other than Motorola equipment would require modification to the Master Controller, as well as upgrading all sites, NMTs and consoles. The 18th CES/CEF believes that if awarded to any other source it would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force's requirements. The Station Alerting System is a system fully capable of interconnection with our current dispatching equipment and is completely compatible with all of our current dispatch systems. The system is a necessity due to our existing Station Alerting System being obsolete. Equipment is no longer manufactured and our current equipment can't be maintained by Motorola Solutions. The Station Alerting System is the only system capable of full, native interconnection with the existing CENTRACOM system. Motorola Solutions is the only one on island capable of installation, maintenance, CENTRACOM integration as well as responding within 12 hours if an emergency should arise.ication to the Master Controller, as well as upgrading all sites, NMTs and consoles. This Notice of Intent is not a request for quotes. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. PROVISIONS & CLAUSES INCORPORATED BY FULL TEXT 52.232-18 -- Availability of Funds. As prescribed in 32.706-1(a), insert the following clause: Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of clause) Responses to this electronic notice must be made by 12:00 p.m. JST on 1 September 2017. Oral communications are not acceptable in response to this notice.
