Description
The United States Bureau of Reclamation intends to negotiate a firm-fixed price purchase order on a sole source basis with Basler Electric Company, 12570 State Road 143, Highland, IL 66249 for the purchase of interactive display panels under the authority of FAR 13.106-1(b)(1)(i). Balser Electric Company (http://www.basler.com) is the manufacturer and sole distributor of the required Basler Electric IDP-1201 Interactive Display Panel (IDP) for the Human Machine Interface (HMI) at the Nimbus Power Plant. The awarded contract will be for four (4) display panels. The panels need to be configured and certified by Basler Electric in order to be fully functional and perform properly. The panels will be used to replace existing Basler panels in the Basler Excitation system currently in use at the Nimbus Power Plant. Only Basler manufactured and configured IDPs can replace the panels currently in use. Background: One of the main control systems for the Nimbus Power Plant is two Basler Excitation systems. Excitation systems include hardware as well as software components that are proprietary to the manufacturer. One of the components of the excitation system is the Interactive Display Panel that performs user interface to all facets of the excitation system's operation. This function is critical and Basler designed its IDP specifically to work with its own systems. The IDPs currently in use were commissioned in 2010 and have begun failing due to age and use. Due to the age of the existing panels in the excitation systems at Nimbus Power Plant, and lack of parts availability, support for this part in the excitation system has become increasingly limited. The manufacturer no longer produces an exact model replacement for the original panels, however they do have the model that succeeded it, which this requirement is for. The IDP-1201 display panel is the manufacturer recommended replacement and can be implemented as seamless replacement as the existing panels fail. Firms believing they can provide the supplies listed above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within the due date of the solicitation will be considered by the Government. The due date and time for responses is Friday, August 4, 2017 at 12:00 noon, PT. Include the Special Notice number, which is R17PS01189. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to the Government point of contact below. Responses should include the firm's Dun and Bradstreet number and Tax Identification Number. Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 334419 which is 750 employees.
