- Executive Summary for the HELIOS services contract. This is the official presolicitation synopsis and draft RFP (HHM402-17-R-0097) notifying industry of the HELIOS acquisition. Interested parties can request the classified SOW and T ask Orders (TOs) by sending their CAGE code to HELIOS@dodiis.mil. The classified SOW & TOs will only be sent via secure electronic communications at this time because of classification ( TS / SCI). Final RFP will include other means to obtain the classified information. Please note that it may take up to two (2) business days to send the draft package. The proposed contract type is Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Government intends to make multiple awards resulting from the solicitation. However, the Government reserves the right to make no awards or only a single award. Awards will be made to the responsible offeror(s) whose proposals represent the best value in accordance with the evaluation criteria in Section M. All comments and questions must be submitted in writing to HELIOS@dodiis.mil (unclass submission) or HELIOS@coe.ic.gov (classified submission). Phone calls will not be accepted. See Executive Summary of the attached Draft RFP solicitation for question/comment submission deadlines and other additional information to interested offerors. Award is anticipated in late spring 2018. Please see the attached executive summary for further details.
