Description
VA69D-17-N-1445 Emergency Department Physician Services The Great Lakes Acquisition Center (GLAC), on behalf of the Captain James A. Lovell Federal Health Care Center (FHCC), 3001 N. Green Bay Road, North Chicago, Illinois 60064 (hereinafter called VA), intends to award a six-month contract, with two three-month option periods for Emergency Department Physician Services pursuant to VETERANS FIRST procurement IAW 38 USC 8127, Public Law 109-461 section 502 and 38 U.S.C. 8153, Health Care Resources (HCR) Authority. The VA has an immediate need to contract for two (2) licensed Board Certified/Board Eligible Emergency Department Physicians who can provide 24-hour coverage seven (7) days a week covering three 12-hour rotating shifts: 6:30 a.m. 6:30 p.m., 9:00 a.m. 9:00 p.m., and 6:30 p.m. 6:30 a.m. Services are required on Federal holidays. All contractor s physicians shall be Board Certified/Board Eligible in Emergency Medicine, Internal Medicine, or Family Practice, and be currently certified in Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) or equivalency. Current DEA certificate is required. Relevant training or experience: Completion of an ACGME approved residency training program with board eligibility or board certification. Physicians who are board certified or board eligible in Emergency Medicine are expected to maintain their certifications. All physicians must possess the training, experience, and competence in emergency medicine sufficient to evaluate and initially manage and treat all patients who seek emergency care, consistent with the physician's delineated privileges. Physicians without Emergency Medicine Residency Training or Board Certification will need 5,000 hours of documented emergency department experience as well as completion of an ACGME approved residency. Contractor s assigned personnel must be computer literate as patient documentation is directly inputted in the patient s electronic medical record. Proficiency in the use of the Veterans Health Information Systems and Technology Architecture (VISTA) system and the Computerized Patient Record System (CPRS) are preferred. All qualified Veteran Owned Small Business firms who believe they can provide the required services are encouraged to respond to the follow: Firm s background and experience in providing emergency department services. The capability statement must include a contingency plan to cover physician services due to unexpected physician absences. Does the firm have two board certified/board eligible physicians capable of providing these services? Would the board certified/board eligible physicians be available to commence working on or about October 1, 2017? Firms shall provide CVs/resume for physicians proposed to work on the contract (include years of experience, license, DEA Certficate). Firms that are Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) shall include proof of verification in the VIP database at www.vetbiz.gov. Firms shall include proof of registration in the System for Award Management (SAM) system (www.SAM.gov). Estimated contract line item (CLIN) pricing shall be provided and will be used as market research. Information received will be considered solely for the purposes of determining whether to conduct a VOSB set-aside competitive procurement or to proceed with an unrestricted procurement. Responses to this RFI must be received by the Contracting Officer (CO), Patrice Bond at Patrice.Bond@va.gov no later than Noon Central Time on Friday, July 28, 2017. No other form of communication will be accepted.
