Description
The contractor shall provide dive personnel as necessary to survey and assist Bonneville personnel with removal of the Submersible Traveling Screen (STS) in unit 17 slot C. Dive depth will be approximately 60-65 feet of water. Preliminary efforts point at problem in an actuator linkage which is keeping the deployed screen in an open position, precluding removal of the assembly from the slot. NOTE: In all instances and efforts, personnel safety shall have first priority. It is expected that the initial survey by diver will reveal a sliding mechanism that's stuck in one position. Divers assistance is needed to confirm that is the case, and then to assist the government with implementing a government solution to removal. Implementation is likely to include installation of rigging gear along both sides of the STS. Access to the dive area will be provided by government furnished, crane deployed, man basket. The equipment and procedures shall be satisfactory to the COR, the Dive Safety Officer and the Contractor. It is expected that diving services will require one day (up to 12 hours per day) however inspections at the STS may reveal the need for longer support. In that case the Contractor should quote the project as a three (3) day project in the form of "Job", with a per day price breakdown for a total project duration up to three (3) days. If the project is completed in one day, the total amount of the contract would be adjusted/decreased for the two (2) additional days factored into the total project "Job" price. Dive will be taking place in potentially moving water, Columbia River. Divers will be working in and around large, heavy, underwater structures in water with poor visibility. The work is on the upstream side of the dam's turbine inlets. The turbines on either side of unit 17 (Main units 16 and 18) will be secured from operation for the duration of dive operations. All diving procedures, equipment & personnel must conform to the requirements of the USACE EM 385-1-1 & NWPR 385-1-93.
