- Sources Sought USTRANSCOM CCTV Scott Air Force Base, IL The United States Air Force, 375th Contracting Squadron (375 CONS) is seeking sources for for a CCTV system to be designed and installed for USTRANSCOM at Scott AFB, Illinois. DISCLAIMER: This sources sought notice is issued for information and planning purposes only. This is not a Request for Quote (RFQ). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this sources sought notice. The Air Force will not be responsible for any costs incurred by interested parties in responding to this sources sought notice. INTRODUCTION: This notice is an announcement seeking market information on businesses capable of providing the equipment as described herein. 375 CONS is currently conducting market research to determine qualified, and interested potential sources. The information requested by this sources sought notice will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Should a future requirement(s) evolve from this preliminary planning process, it is anticipated that the contractor will provide the equipment and trained employee's required to accomplish all capabilities listed in the attached Satement of Objectives (SOO) and conforming to the requirements shown below. The contractor will provide design and installation of a CCTV system as outlined within the attached SOO. •1. Description of Item: •a. See Attached Statement of Objectives. •b. All information submitted is voluntary. The government will not pay for information gathered as a result of this notice. STATEMENT OF OBJECTIVES FOR USTRANSCOM CCTV AND CAMERA SYSTEM UPGRADE AT USTRANSCOM SCOTT AIR FORCE BASE 26 June 2017 1. PROJECT SCOPE: a. The Contractor shall deliver a Closed-Circuit Television (CCTV) for buildings 1900E, 1900W, 1961 and 1990. The Contractor shall identify functionality and connectivity of existing system components (if compatible), head-end architecture, power/communications/lighting/network capabilities and areas of concern, boundaries of detection, potential observational dead-space (and exclusion areas) and potential video/alarm (Access Control and Intrusion Detection System) interface. Upon completion of survey validation, provide an integrated design concept, an equipment build out list (to include hardware/software/licenses), and technical refresh information for said equipment for acceptance. Upon acceptance, procure and install an IP-based Closed-Circuit Television (CCTV)/Video Management system in USTRANSCOM facilities to replace outdated camera/control components and establish networked connectivity. Infrastructure and design elements must provide for a robust camera network and monitoring capability in USTRANSCOM facilities and support future system expansion/modification. End-state shall be an IP-based, networked video surveillance and security platform. b. The CCTV system will be remotely accessible from multiple locations/desktops within USTRANSCOM facilities. This access, at a minimum, will be in the form of view only access, control access, or administrator access. Control-access will be granted to the Protection Services Center (PSC) located in building 1900E/W rooms 161 and 161a. The PSC must be able to monitor all cameras with minimal latency via wall mounted screens. View only access will be designated for the Emergency Action Center (EAC) and the Deployment and Distribution Operations Center (DDOC) located in building 1900W. Administrator access is defined as full access with the ability to add and delete user permissions and rights, edit software/hardware permissions controlled by TCJ3-M. c. Footage from the cameras shall be recorded 24 hours a day, seven days a week, in HD video and stored for a minimum of 90 days. Footage must be accessible by an individual or group with control access and the ability to create copies on storage media (CD, DVD, BLU-RAY, etc.) at any time. d. All newly installed exterior IP-based cameras will be weatherproof, incased in protective covering or housing, cover fields of view coordinated with TCJ3-M, and able to withstand any electrical or network based power surges. All newly installed internal IP-based cameras will cover fields of view coordinated with TCJ3-M, incased in protective covering or housing, and able to withstand any electrical or network based power surges. Contractor will provide an appropriate number of additional cameras to be used as spares based on the probability of component failure. The spare cameras will be a mixture of external and internal cameras with the same specifications of the cameras the contractor plans to install. e. Contractor will provide Operator, Administration and Maintenance training on the new system and related components to include monitoring capabilities, analytics, history and reporting access, specific camera operation, desktop operations, log-on/log-off procedures, real-time playback, recording capability, extracting recording content with associated equipment and video recording device familiarization. Contractor will provide a training plan that will be approved by J3 and the Contracting Officer. Contractor will provide training guides to USTRANSCOM Mission Assurance (TCJ3-M). Training guides will be tailored to the level of access of the user (i.e. comprehensive guides for administrator access, guides for control access and guides for view only access). f. Information Assurance (DoD Information Assurance Certification and Accreditation): The contractor shall deliver a System Security Plan (SSP) and Security Test and Evaluation Plan (ST&E) for the specific proposal that adheres to DoD Information Assurance requirements. The contractor shall comply with the approved SSP and ST&E applicable to this project and shall design the system in a manner that does not invalidate the Government Approval to Operate (ATO). g. All installation shall be accomplished in accordance with the manufacturer manual specifications, industry standards, USTRANSCOM, and United States Air Force regulations. This also includes but is not limited to International Building Code, National Electric Code, and any other applicable codes congruent with this requirement. The contractor is responsible for all of the work, labor, material, communications conduit, and associated electrical power installation required with connecting the new cameras to the existing infrastructure. The contractor will coordinate entry into electrical and communications closets with USTRANSCOM facilities management (TCCS-FM). The contractor must coordinate with USTRANSCOM (TCJ3-M and TCJ6-O), the 375 Civil Engineering Squadron and the 375 Communications Squadron before digging or making final connections to existing infrastructure. Building to building connectivity will be provided by USTRANSCOM. Maps of existing infrastructure will be provided in order for the contractor to plan for each site's respective connection point to the existing grid. h. USTRANSCOM TCJ3-M, TCJ6-O, TCCS-FM, the 375 CS and CES will make one (1) each representative available for a site survey. The contractor shall install necessary communication conduit/cable trays within facilities from camera location to established switch location in each facility where conduit is not available. Contractor shall install all communication fiber optics and network cabling within facilities necessary to complete the camera installation in accordance with industry standards concerning conduit, plenum ratings, fire stopping between fire walls, and Scott AFB standards. The contractor must coordinate new infrastructure (i.e. vertical poles) with the government to ensure there are no violations of existing clearances/easement requirements. Contractor shall install lightning protection on all exterior mounted cameras unless USTRANSCOM TCCS-FM and the 375 CES determines it is not required. The contractor SHALL purchase ALL network switching equipment from approved government sources. Equipment must be new, not refurbished, and Air Force Technical Airworthiness Authority (TAA) compliant. 2. BACKGROUND: Significant portions and components of the existing system are outdated. Many cameras are non-functional and disconnected (not monitored). Existing camera placement does not provide the coverage needed to provide the appropriate level of security awareness and response required for the facilities in question. The absence of an IP-based, networked system prevents active monitoring and remote viewing. Enhancement (upgrades), integration and additions to the system, and associated infrastructure, will provide a high level of security, support facility and Scott Air Force Base (SAFB) force protection efforts and tactical response to on-going incidents (e.g. Active Shooter), and allow for remote monitoring (e.g. at the USTRANSCOM PSC). 3. EQUIPMENT: a. The system shall include all hardware, software, and cable necessary for the successful installation of a CCTV system in accordance with the Terms and Conditions of this Statement of Objectives (SOO), USAF and USTRANSCOM specifications; including but not limited to all video recording devices, cameras, network connection devices (e.g. switches, servers) and other components and associated infrastructure/wiring. All work for this project shall take place in the facilities spelled out in the scope of this SOO. All equipment must meet Air Force Mandated Assessment Subsystems PL1 - PL4 applications and configurations. If a server is required in the solution, the server must be located in the USTRANSCOM data processing center. b. Contractor will be responsible for assessing current system component installation, infrastructure and connectivity. Contractor will be responsible for providing all necessary equipment, to include licensing. Contractor will be responsible for wiring and any additional equipment needed to complete the installation. c. The government provided drawings provide suggested tie-in points for communication and electrical requirements for the below locations. For exact distances, the Contractor is required to verify. All cables used must be suitable to the environment. Exterior grade cables must be used for runs outside buildings. All building, manhole, hand hole and pull box locations are required to have a maintenance loop (accessible and pliable electrical points to ensure maintenance can be performed without loss of power or interruption). 4. SERVICES/CAPABILITIES: The contractor shall perform all work detailed in this SOO, unless otherwise specified. The scope of services to be performed includes furnishing all materials, tools, equipment, transportation, supervision and performing all labor and services necessary and incidental to designing, installing, and testing the USTRANSCOM CCTV System in accordance with contract requirements. The Contractor shall appoint a Project Manager/Superintendent in writing that will be the sole focal point for any project and contract related matters. Services shall include: a. Performing a detailed design for the system whole and in part related to equipment, engineering, manufacturing, and testing of system; performing a complete installation of specified systems, subsystems, and components, including engineering interface with new equipment (unless otherwise noted, this shall include the provision of all new components, consumables, disposables, and standard hardware by the contractor, as necessary to complete the installation; providing technical data, software, samples, and mock-ups for new items, as required). b. Performing qualification and acceptance testing; and providing training programs to USTRANSCOM TCJ3-M and TCJ6 staff in the usage and maintenance of all new systems. c. Scheduling service interruptions. If the contractor must schedule a service interruption for installation, the work will be done at a time that causes the least inconvenience to the system users. The Contractor will notify and obtain approval from the on-site TCCS-FM, TCJ3-M, TCJ6 or designated representative in advance of any scheduled service interruption. The Contractor will specify the starting time and duration of the interruption, along with what areas will be affected. The contractor will provide verbal notification to the on-site TCCS-FM, TCJ3-M or designated representative immediately after service has been restored. d. The contractor shall p rovide TCJ6 and TCJ3-M with a current listing for all proposed system hardware, software, and components to include serial numbers and MAC addresses. e. The camera system and components must come with a one (1) year full warranty that includes all parts and labor. f. At completion, the Contractor will provide a full system configuration and wiring diagram that require approval from the Government. g. The Contractor will complete full field testing and performance verification testing (jointly with the government) to verify the system is ready for use. h. The Contractor shall provide full documentation and artifacts necessary for the accreditation of the newly installed CCTV system, and have it fully accredited in coordination with USTRANSCOM J6 prior to activation. 5. Contractor Consent to Background Checks: a. The Contractor and, as applicable, subcontractor/s shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to a LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver's license number (according to the Scott AFB REAL ID Act Implementation Guide), and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The Contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor's request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas. b. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The Contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required. Badges: The Contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor's identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All contractors will be issued Defense Biometric Identification System (DBIDS) cards three (3) business days prior to start of the project. An EAL (Entry Authorization List) must be provided to the Visitor Control Center no later than ten (10) business days prior for vetting of personnel. Contractors will return all DBIDS cards at the end of the project, prior to final pay out. c. Contractor Registration of Vehicles on Scott AFB: All contractor or contractor employees' vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person's need to be on Scott AFB. d. Access to Installation during Force Protection Conditions (FPCONs): Contractors will be assigned a mission essential designation IAW requirements contained in SAFBI 31-101/Installation Security Instruction. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation. e. Contractors Working in Controlled or Restricted Areas: The unit requesting contract support will provide escort(s) for contractors at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AFI 31-101, The Air Force Installation Security Program, and command/local directives. f. Access to Government Facilities with Controlled or Restricted Areas: The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time. g. Contractors Responsibilities while Working within Controlled or Restricted Areas: Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199CD. The government, at any time, may revoke the AF Form 1199CD. The procedures for the issuance of an AF Form 1199CD are contained in SAFBI 31-101, Installation Security Instruction and USTRANSCOM Instruction 31-11, Security Program. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in SAFBI 31-101, Installation Security Instruction. h. Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractors: The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas. Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a "Favorable review" prior to having access to a Controlled Area. The above information shall be submitted to USTRANSCOM TCJ3-M. 6. PHYSICAL Security: a. The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work day, government facilities, equipment and materials will be secured. b. Property Protection: Property protection for facility where the contractors' primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, The Air Force Installation Security Program and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use. c. Safeguarding Information: Information generated by the contractor (maps, lay-outs, wiring diagrams, etc.), during all phases of this project, will be safeguarded to prevent dissemination to the public and any persons not in direct support of the contract. All related information and associated products will be surrendered to the government (USTRANSCOM TCJ3-M) upon termination of employment or the end of the contract performance period. All associated resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be returned upon termination of employment or the end of the contract performance period. d. Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include all Vindicator Restricted Area Badges (RAB). No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the payment due the Contractor. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor's employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer. 7. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. The contractor may be required to be issued a RAB for the performance of their duties. 8. Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
