Description
This Request for Information (RFI) is for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid (IFB), or an obligation on the part of the Government to acquire any products or services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. The purpose of this request is to obtain information on potential sources who can provide Forensic Tool Kit (FTK) Standalone and Mobile Phone Examiner (MPE) Plus software, maintenance and training (Software maintenance includes software patches and technical support if required), as described in the "Product Item Description" listed below. The Government is seeking sources who are able to immediately supply this product. The RFI # must be referenced in your response. Responses are accepted via email only. This is NOT a request for pricing. This is a request for proof of the capability to provide the requested product/service. Product/Service Description: Forensic Tool Kit (FTK) Standalone and Mobile Phone Examiner (MPE) Plus software, maintenance and training (Software maintenance includes software patches and technical support if required) The Defense Contract Audit Agency (DCAA) Office of Inspector General (OIG) has an on-going need to conduct specialized digital forensic processing. Some of the specific requirements are to create forensically sound images, process a wide range of data types from forensic images, perform forensics analysis, analyze the registry, crack passwords, and build reports - all within a single solution. Having a single solution will enable the OIG to train selected personnel on one solution. If different solutions were selected to perform different tasks and capabilities, the OIG would expend more training funds and time to train personnel on different solutions. Specifically, the OIG needs a single solution to perform the following major digital forensics tasks: - Securely and with integrity forensically image digital devices, to include computers, mobile phones, tablets, hard drives, portable drives, external drives, and any other portable or storage devices which may be acquired as evidence pursuant to an OIG investigation. - Perform forensics analysis of digital evidence collected. Analysis must be performed on proven mainstream forensic platforms that have been tried and tested within the law enforcement communities, and proven in court and administrative proceedings as being sound solutions. - Provide decryption of digital evidence, specifically bitlocker. - Provide password and unlocking for files and other evidence. - Provide Registry Viewer analysis and report viewer features for analysis of critical files in a computer. - Provide Internet Browser and Web-Based Email Evidence analysis which can be easily analyzed. - Provide Internet Browser and Web-Based Email Evidence analysis which can be easily analyzed. - Explicit Image Detection (EID) providing image detection technology that recognizes flesh tones and auto identifies more than 30,000 potentially pornographic images. - Data carving
