Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-17-R-0616. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238910 Site Preparation Contractors, Size Standard is $15.0 Million. The Contractor shall furnish all labor, materials, equipment and supplies necessary to perform the work to install gravesite layout markers. All locations shall be marked and verified by a licensed land surveyor or Civil Engineer. Gravesite monuments shall be comprised of a bronze survey marker (monument marker) set into a cast in-place concrete base. Cast-in place concrete monument base shall be a minimum 0f 24.1 MPa (3500 psi) @ 28days, reinforced as shown on details; dimensions as shown on details. Monument Marker: Domed-top, 89mm (3-1/2 ) diameter, domed bronze concrete survey marker with integral locator magnet, and flared anchor post for securing to concrete. The period of performance shall be 60 calendar days from start through finish after Notice to Proceed has been issued. Performance shall be in accordance with the requirements, conditions, terms, drawings and representations contained in the solicitation. Location: San Joaquin Valley National Cemetery 32053 West McCabe Road Santa Nella, CA 95322 Project Magnitude: Less than $25,000.00. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. This Presolicitation Notice is used for the publication of notice for a proposed acquisition. The Contract Specialist will not be able to answer any questions to this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about August 8, 2017. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on September 8, 2017. This is not an Invitation for Bid (IFB). There will not be a public bid opening.
