- PW4062-3/F139 Engine Sustainment THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify potential sustainment support sources and to determine if this effort can be competitive or a Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The Air Force Life Cycle Management Center's Propulsion Directorate (AFLCMC/LP) anticipates issuing a solicitation in FY21, to provide for repairs, overhauls, sustainment, and sustaining engineering of the KC-46's PW4062-3 (military designation F139) engines. This sources sought is to notify interested companies that the U.S. Air Force is seeking sources for the repair of the PW4062-3/F139 Engines. This includes light, medium and heavy repairs to the engine, repair of the LRUs and corresponding logistics support to include warranty management, logistics management and field service representatives. The interested concern should have the capability to repair and test the engines ensuring that it is serviceable ready and prepared for installation having no adverse effect to the quality and reliability of the engine. The source must possess any necessary license agreements with the Original Equipment Manufacturer (OEM) to obtain rights to all required data, including military specific modifications. Additionally, the contractor would need to perform Time Compliance Technical Orders (TCTOs) and Air Force approved service bulletins, Time Change Items (TCIs) and One Time Inspections (OTIs). The Contractor will be responsible for recurring and nonrecurring engineering services for PW4062-3/F139 engine. These engineering support activities include detailed design engineering, maintenance engineering, systems engineering, technical analyses, drawing and source data maintenance/updates, flight safety analyses, reliability/maintainability analyses, liaison engineering support, stress analyses accident investigation, engineering feasibility studies, materiel deficiency reports analyses, and field problem administration. This includes supply chain management, logistics, forecasting of parts, long lead-time parts procurement, reparable forecasting, obsolescence issues, and delivery of serviceable assets as well as resolving items impacted by Diminishing Manufacturing Sources and Material Shortages (DMSMS). The contractor would also be responsible for providing/developing, updating and distributing Technical and Engineering Data changes and updates. At this time, the Government is unable to provide an unlimited data package to any third party. If the contractor cannot provide the required support without additional technical documentation, the contractor shall identify a rough order of magnitude (ROM) cost and time to produce Level III technical data packages in accordance with MIL-DTL-31000A or equivalent. For the purposes of the ROM, respondents should advise of any proprietary markings. The ROM shall not exceed nine 8.5" X 11" pages with top, bottom and side margins of 1 inch. Font Type will be Arial and Font Size will be no smaller than 11. The government will not reimburse participants for any expenses associated with their participation in this survey.
