- Notice of Intent to Sole Source: VA701-17-N-0203 AHA Annual Survey Database Subscription Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to American Hospital Association (AHA) for their Annual Survey Database (ASDB) subscription. Justification: The Veterans Affairs (VA) and Veterans Health Administration (VHA) requires a subscription to the ASDB in order to conduct analyses comparing performance on quality measures to U.S. Hospitals that report data to Centers for Medicare and Medicaid Services (CMS). This data allows VHA to compare and benchmark to private sector by hospital characteristics (e.g., demographics, organizational structure, utilizations and expenses) in the quality of care delivered to Veterans. This is an enhancement from the usual practice of comparing VAMC performance to U.S. overall average. At this time, there is no solicitation. If your company feels it can provide the requirements of the service, please review the requirements below and provide a capability statement. Background: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires existing commercial off the shelf (COTS) subscription to AHA s Annual Survey Database. This subscription allows VHA to effectively measure outcomes and hold leaders accountable for improvements. While the VHA can measure itself against internal best practices, Veterans deserve care that uniformly meets or exceeds private-sector quality standards. A clear, concise, balanced measure set, identical to private-sector standards will give leadership, staff, and administrators, focus and direction for their work. The Annual Survey Database has established a comprehensive census of over 6,400 U.S. hospitals. They have followed a methodology consistent over time dating back to 1980, making it easier to integrate with other health industry datasets. The database is comprised of nearly 1,000 data points, offering a one-stop shop for facility level insights on organizational structure, facilities and service, beds and utilization, staffing, expenses, physician arrangements, system affiliation, geographic indicators, and accreditations and approval codes by credentialing organizations. Submittal Information: As stated above, this is an Intent to Sole Source. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before August 1st, 2017 by 4:00 PM EST to Clayton Smith via email at Clayton.Smith2@va.gov, and Laurie Walker at Laurie.Walker@va.gov. All responses must include the following information: Company name, Cage code, CCR number, Dun & Bradstreet number, Company address, Point of contact name, Phone number, Fax number, GSA contract (if applicable) and email. The subject line for correspondence should clearly display: VA701-17-N-0203.
