Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number is VA263-17-Q-0793 and it is issued as a Request for Quote (RFQ). This requirement will be solicited as 100% Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code is 611430, Professional and Management Development Training and the size standard is $11M. The Department of Veterans Affairs, Sioux Falls intends to establish a single award, firm-fixed price type contract for a LEAD Training Specialist at the Central Iowa VA located in Des Moines, IA. A description of the services required is attached to this RFQ and is labeled Statement of Work for LEAD Training Specialist. Evaluation and Award Methodology: Acquisition of items will be procured in accordance with FAR Part 12 - Acquisition of Commercial Items and Part 13 - Simplified Acquisition Procedures. The Government intends to base award determination on the offer that provides the lowest priced quote to the Government and can meet the servicing requirements outlined in the attached SOW. Offerors are advised that the Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration will result in elimination from consideration for award. Description: The VACIHCS LEAD program advisors are seeking a training specialist to enhance the design and development of the curriculum for the VACIHCS LEAD Program; Incorporating the latest theories and concepts related to leadership and management. Strategies for content delivery will be based on adult learning principles and state-of-the-art learning methodologies. CLAUSES: The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91 effective 30 September 2016. FAR 52.219-6 Notice of Total Small Business Set-Aside. VAAR 852.232-72 Electronic Submission of Payment Requests, VAAR 852.237-70 Contractor Responsibilities 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL ITEMS Addendum to 52.212-1 Submission of Quote: Quotes must be received no later than 12:00 PM CST Monday, August 1, 2017. The anticipated date of award will be approximately August 10, 2017. It is the responsibility of the offeror to ensure their quote is received in its entirety by the POC listed below prior to the solicitation closing date and time. Quotes will only be accepted by email. All quotations must be sent in.pdf, or.docx format only to Paula Moore, Contract Specialist @ paula.moore2@va.gov. Include the following in your subject line: Quotations submitted in response to VA263-17-Q-0793. Questions regarding this requirement must be emailed to the Contract Specialist, no later than 4:00 PM. CST on Thursday, July 27, 2017. Questions will not be addressed via telephone. 52.212-2 EVALUATION-COMMERCIAL ITEMS JAN 1999 (IAW FAR 12.301(c)(1)) Addendum to 52.212-2: The VA will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation and is determined the Lowest Price Technically Acceptable (LPTA) offer using FAR Part 12 and 13. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed in the Government s best interest. The following factor(s) shall be used to evaluate offers, in order of importance: The LPTA Evaluation Factors are: FACTOR 1: Technical Proposal FACTOR 2: Past Performance FACTOR 3: Price FACTOR 1 TECHNICAL PROPOSAL The Government shall evaluate the technical proposals on an acceptable/unacceptable basis. Ratings are as follows: Acceptable Proposal clearly meets the minimum requirements of the solicitation. Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation. Subfactor 1: Graduate Degree or Higher Description: This subfactor evaluates that the contractor has a master s degree or higher in teaching, education, instructional design, or related field. Measure of Merit: This requirement is met when the offeror provides proof/copy of degree. Subfactor 2: Experience Description: This subfactor evaluates that the contractor has met the experience requirements outlined in Paragraph II of the Statement of Work. Measure of Merit: This requirement is met when the offeror provides a resume showing training specialist experience as well as three references. FACTOR 2 PAST PERFORMANCE Offerors will be evaluated on an acceptable/unacceptable basis. The Government will review the Past Performance Information Retrieval System (PPIRS) and Federal Awardee performance and Integrity Information System (FAPIIS). NOTE: In the case of an offeror without a record of past performance or for whom information on past performance is not available and a rating cannot be assigned, the offeror may not be rated acceptable or unacceptable. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptable/unacceptable, Unknown shall be considered Acceptable. FACTOR 3 PRICE PROPOSAL The offeror s price proposal will be evaluated as follows: An offeror s proposed prices will be evaluated by multiplying the line item quantities by the proposed unit prices for each contract line item number to confirm the extended amount for each. Unit prices will prevail. The price evaluation will document the completeness and reasonableness of the proposed total price for the offers evaluated. Offerors are specifically advised that under this evaluation method, the Government may determine an offer unacceptable if the prices proposed are materially unbalanced between line items. Prices are materially unbalanced if they are significantly overstated or understated in relation to the actual cost of that work. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Thus, the offeror s Total Evaluated Price (TEP) for the purpose of evaluation will include the base period and all option periods. Offerors are required only to price the base and option CLINs. AWARD PROCESS The Government intends to award to the lowest priced technically acceptable offeror with an acceptable past performance rating. In accordance with 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score offers. Consistent with simplified acquisition procedures, the evaluation process is as follows: Technical: All offerors will be evaluated for Technical Acceptability. Proposals must be rated technically Acceptable in order to be considered for award. Past Performance: All offerors that received an Acceptable technical rating will then enter the past performance evaluation. Offerors past performance must be rated Acceptable in order to be considered for award. Price: The Government will then rank all offerors that received an Acceptable technical evaluation and an Acceptable past performance evaluation from lowest to highest total evaluated price. VA Central Iowa Health Care System Statement of Work for LEAD Training Specialist Background Information: The VACIHCS LEAD Program, which has been in operation for the last sixteen years, is currently being expanded to include theories and concepts related to leadership and management. The LEAD program is designed for employees interested in pursuing learning experiences to enhance their leadership skills to prepare them for assuming positions of increasing administrative responsibility. There is a noticeable absence of a comprehensive and integrated approach to providing leadership development for potential leaders across all departments within VACIHCS. The need has been identified to design a managerial and clinical leadership development program that will: Build upon the foundation previous leadership courses have provided. Enable continuity of instruction and expectations of learning. Provide a highly interactive, content-rich learning experience focused on immediate real-world application. Be instructionally and skill-appropriate for those with and without managerial experience. Identify additional learning opportunities between formal learning events. Develop the unique potential of the members of the VACIHCS s staff interested in pursuing leadership positions. The VACIHCS LEAD Program Advisors are seeking a training specialist to enhance the design and development of the curriculum for the VACIHCS LEAD Program; incorporating the latest theories and concepts related to leadership and management. Strategies for content delivery will be based on adult learning principles and state-of-the-art learning methodologies. Scope of Work: 1. Training Specialist Qualifications The consultant shall possess the following qualifications: MA degree or higher in Teaching, Education, or Instructional Design. Experience consulting with leadership, management, and front-line teams. Experience consulting with and developing programs in VA healthcare. Experience in developing courses in leadership, management, communication skills, team development, innovation and change management, coaching, professionalism and attitude, project management. Experience developing custom courses for large organizations. Certified in one or more personality, preference or performance inventories such as MBTI, SDI, DISC, etc. Experience in developing highly interactive learning sessions that are practical and immediately transferable to the job. Experience in conducting formal needs assessments and reporting. Experience in developing rubrics and other authentic performance assessments. A minimum of 15 years of experience. The training specialist must be able to facilitate frequent planning and design meetings with the VACIHCS LEAD Program Advisors and Executive Leadership. Facilitation of the modules will occur at the VA Central Iowa Health Care System, (VACIHCS) Des Moines, Iowa. Programs will be scheduled in the auditorium, round table U-shaped seating. Power points/email training files will be forwarded to Learning Service, VACIHCS. 2. Training Specialist Responsibilities The consultant will work directly with the VACIHCS LEAD Program Advisors and DLO to design and develop 3 learning modules to be presented as face-to-face learning sessions: Learning Session #1 Modules Servant Leadership Introduction and Philosophy Servant Leadership Pillars Identification of Pillars Definition of each Pillar Components of the VHA all-employee and leadership competencies that are integral to the proficiency of the pillar Examples of implementation of Pillars Learning Session #2 Modules Leadership Characteristics Four Levels of Maturity Four Ways to Make People Follow You Leading Different Behavioral Styles Characteristics of High morale Teams Systems Thinking Critical Thinking Learning Session #3 Modules Developing Others The Five Behaviors of cohesive team Characteristics of High Morale Teams Coaching for Improved Work Performance Team building skills Accountability techniques SMART goals Decision-making grid Psychology of Change and Consistency Content will be developed incorporating learning strategies consistent with adult learning principles including but not limited to hands-on activities such as: simulations, case studies, discussions, concept-attainment activities, panel discussions, best practices sharing, learning relays, teach-back sessions, and culminating learning projects within and between learning sessions. Design artwork for course materials. Provide bibliography. Reference books. 4.
