Description
Base Access Pass Registration Form Propulsor Component General Sizing and Weight Parameters The Naval Surface Warfare Center Carderock Division Advanced Propulsor Management Office (NSWCCD 807) intends to host an industry day on 16 August 2017. The event will be held at the NSWCCD West Bethesda, MD facilities starting at 8:00 AM EST. The intent of this industry day is to allow industry an opportunity to review design drawings and the propulsor manufacturing processes for the VIRGINIA (VCS) and COLUMBIA (CLB) class submarines. Due to the design drawings that will be available at industry day containing Distribution Statement D information, you must be a US Department of Defense (DoD) Contractor and have filed a DD Form 2345 that is approved by DLA as required by DoD Directive 5230.25. In general, propulsor referred to herein is a large, highly engineered, tight tolerance, complex assembled propulsion unit with stationary and rotating components affixed to a full-scale Navy submarine. Further details to be provided and discussed during the industry day. A general overview of the VCS and CLB major propulsor component's size (bounding box) and weight is provided in Attachment 1, Propulsor Component General Sizing and Weight Parameters, in order to better enable industry to determine if their capabilities meet the Navy's demand. NSWCCD 807 is tasked to provide enterprise-wide submarine advanced propulsor manufacturing management for both VCS and CLB. This office provides synergy by leveraging efficiencies between both submarine acquisition programs by using common resources. It is responsible for identifying potential sources capable of meeting any phase of manufacturing for these advanced propulsors that will result in on-time delivery of propulsor components to the shipbuilder. The Advanced Propulsor Management Office is in charge of developing the future acquisition strategy to meet the Navy's VCS and CLB propulsor requirements at the best value to the taxpayer. Sources eligible to attend should submit a Base Access request form, Attachment 2, and proof that the DD Form 2345 is filed and approved by DLA as soon as possible but no later than five days prior to the industry day to Michael Peduto, michael.peduto@navy.mil, Bruce Baumgarten, bruce.baumgarten@navy.mil, and Frank Jurado, frank.jurado@navy.mil. The Government intends to provide additional information to those vendors approved to attend the event five days in advance of the industry day. This additional information will provide the agenda and documentation describing both the high-level and detailed component-level propulsor manufacturing processes for both VCS and CLB. After the industry day, a sources sought notice will be posted requesting that interested sources submit a capability statement to meet any or all portions of the manufacturing process(es) by 12:00 PM EDT on 8 September 2017. Sources not eligible to attend the industry may send capability statements directly to Michael Peduto, michael.peduto@navy.mil, Bruce Baumgarten, bruce.baumgarten@navy.mil, and Frank Jurado, frank.jurado@navy.mil, any time prior to 12:00 PM EDT on 8 September 2017. Those capability statements must include the following details: 1) Company Name 2) Point of Contact (email and phone number) 3) Business Size 4) Facility and Safeguarding Security Clearances 5) What, if any, NAVSEA qualifications has it received and when 6) Description of the Propulsor work it can perform and its capabilities to meet that work 7) Facility Size 8) Listing of Machines a) Dimension b) Capacity c) Tolerances 9) Interest as a prime, subcontractor, or both 10) Any other relevant qualifications (i.e. ISO, welding) 11) Lifting and Handling Capabilities Capability statements shall not exceed 20 pages. The industry day is not considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements. To be clear, vendors will not be reimbursed for any expenses it incurs associated with the industry day and/or the capabilities it provides in response to this announcement. Note: A separate industry day will be conducted for specific individual component-level acquisition strategies for the VCS and CLB propulsor component acquisitions.
