- 1 THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veterans Affairs is conducting a MARKET RESEARCH SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS code is 334516 DESCRIPTION OF THE REQUIREMENT: The VA Pittsburgh Healthcare System is looking for small businesses that are capable of providing a BRAND NAME OR EQUAL DataWave SCIWorks Discovery Recording Package [item#DSD234RP]. The salient characteristics are as follows: The hardware must include an 8 channel USB Acquisition Device, The hardware must include an M1700 Amplifier with 4 input cables, The hardware must include an M2100 Stimulus Isolator, The software must be compatible with.DDF files and data must be stored in.DDF database format. The package must have the capability to acquire and analyze up to 16 channels from electrophysiological data at different sampling rates simultaneously. The package must offer simultaneous recording and analysis of multiple animals The package must combine all of the functions of data acquisition, real-time analysis, experimental control, and graphic display into a single software package. The package must offer real-time data analysis, file playback with same real-time results allowing data to be analyzed multiple times (including a spreadsheet that does not limit the size of the data). The software must allow for continuous ( no gap ) or discrete ( sweep ) modes of data collection. The software must allow for all data to be timestamped to 1 microsecond resolution. The Data Acquisition Feature of the software must include: universal support for Analog to Digital hardware from various manufacturers, support for various A/D bit resolutions including both 12 and 16 bit, acquire different channels using different sampling rates and A/D gain factors, calibrate data in terms of temperature and pressure, record both acquired and analyzed data to disk for off-line processing The Stimulus generation and analog/digital output must include: the ability to generate stimuli and acquire data at the same time, have the option of a list generator to automate stimuli output and provide both random, pseudo-random, and fixed outputs; generate analog waveform output for auditory or behavioral queuing, play and manipulate.wav files for auditory stimulation, multiple channels of analog output for variable amplitude pulses, pulse trains, or waveform output; programmable counter/timers interface for complex pulses or pulse trains. The data analysis for the software must include: the ability to be analyzed while data is being acquired or from file playback, detect and extract events based on software window discriminators, real-time spike sorting and separation, the ability to extract key waveform parameters such as peak, valley, area, dV/dt, waveform averaging, event or spike triggered averaging, digital filtering, rate meters, firing rate grids, fourier analysis including various power calculations, spectrograms, Dot Rasters, statistical distribution analysis and display, curve fitting of single values Data display from the software must include: Acquired and analyzed data can be displayed, windows can be auto scaled, zoomed, and both x and y axes can be controlled independently, Software must allow for external equipment interfacing and control: Software allows for external triggering of data acquisition, provides an interface for control of external hardware using TTL triggering and Digital IO. Software must allow for file output and data replay to have the following: file format to be in.DDF, data to be replayed from file just as it was acquired using slower, actual, or faster timing; drag and drop, copy and paste of complete files or selected data for replay and analysis. Need by Date is 9-15-2017. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. 3) Submit Capability Statements by 26 July, 2017 to: Bruce Jackson at Bruce.Jackson5@va.gov. Responses should be received no later than 12:00 PM EDT. NO CAPABILITY STATEMENTS MAY BE SUBMITTED AFTER 12:00 PM EDT on 26 July, 2017. AT THIS TIME NO SOLICITATION EXISTS. (DO NOT REQUEST A COPY OF THE SOLICITATION). A FUTURE NOTICE WILL BE POSTED WHEN THE SOLICITATION WILL BE RELEASED. 4) Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. (5) No Proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s.)
