Description
The intent of this Synopsis, in accordance with FAR 5.201, is to advertise the Government's intent to add the following Engineering Service - adding scope and issue an associated Task Order, onto the already established contract with Raytheon Company SPRBL1-15-D-0017. SPRBL1-15-D-0017 is a nine (9) year Indefinite-Delivery Indefinite Quantity (IDIQ) contract providing for the support of Depot Level Repairable (DLR) and consumable spare parts as well as repair and engineering services provided by Raytheon that are associated with sole-source Raytheon manufactured system components. The contract was awarded on 28 September 2015. The period of performance includes a six (6) year base period followed by one (1), three (3) year re-determinable option period. The contract maximum ceiling is $495.6M. Per DLAD 52.216-9006 (AUG 2005), Addition/Deletion of Items, the add-on procedures under this clause will be followed. There will be no separate solicitation issued for this action. The Modified Integrated Digital Operator Control System (MIDOCS) is facing obsolescence because the critical Enhanced Communication Interface Unit (eCIU PN-13646604 / NSN: 5895-01- 582-4933) subassembly power supply (Raytheon PN-56P51) is going out of production. The contractor shall perform a redesign, integration, and qualification effort for the replacement of the eCIU to eliminate current, obsolete power supply components within the assembly. The redesigned eCIU shall be qualified with the new replacement components at the next higher assembly to meet the requirements of the legacy eCIU, and the eCIU redesign shall maintain form, fit, function, and interface characteristics as the legacy eCIU design. The contract shall allow the contractor to furnish services necessary to provide engineering support for material development, integration, qualification testing, configuration management, validation/verification, and engineering and/or technical support. Specifications, plans, or drawings are not available. This acquisition is for obsolescence services for a subassembly power supply for which the Government does not possess specifications or a technical data package; therefore, the Government intends to contract only with approved sources under the authority of 10 U.S.C. 2304 (c) (I).
