- Solicitation This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Solicitation number AG-32SD-S-17-0061 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 corrections. North American Classification Coded (NAICS) 334516, Analytical Laboratory Instrument Manufacturing, is applicable. This announcement is a total set-aside for Small Business Concerns. The Vendor shall provide: Spectral Confocal Microscope with Six Laser Lines and Four Spectral Detectors. Confocal Laser Scanning Microscope must meet the following minimum standards: > Lasers: - 405 nm - 448 or 458 nm - 488 nm - 514 nm - 552 or 561 nm - 633 or 638 nm > Four spectral detectors: - Sensitive for low light and live cell imaging > Detector for brightfield illumination > Upright stand > Motorized scanning stage > Fluorescence light source: EL6000 equivalent or better, alignment-free with fast shutter, bulb life 2000 hr minimum, liquid light guide for thermal and mechanical insulation. > Objectives: - Plan apochromatic 10x/0.40 CS2 with color correction, optimized for confocal. Working distance: 2.2 mm, air immersion. - Plan apochromatic 20x/O.75 with color correction, optimized for confocal. Working distance: 0.62 mm, air immersion. - Plan apochromatic 40x/1.10 water immersion with color correction, optimized for confocal. Working distance: 0.65 mm. - Plan apochromatic 40x/0.85 with color correction, optimized for confocal. Working distance: 0.21 mm, air immersion. - Plan apochromatic 63x/1.30, with color correction, optimized for confocal. Working distance: 0.30 mm, glycerol immersion. - Must include all circuit boards, etc. for operation with the above objectives. > Differential Interference Optics (DIC) for objectives 20, 40 and 63x > Filter sets: - Filterset GFP ET, Excitation: 470/40 Emission: BP 525/50 - Filter system A, Excitation: BP 340-380, Emission: LP 425 - Filter system N2.1, Excitation: BP 515-560, Emission: LP 590 > Air table with castors and vibration isolation > High Performance workstation with Windows 10 OS with the following minimum configuration: - Intel 10 Core Xeon E52650 V3 - 32 GB RAM - NVIDIA Quadro K2200 4GB graphic board - 256 GB SATA SSD - 512 GB SATA SSD - 3 TByte SATA hard disc drive - 9.5mm Slim SuperMulti DVD Writer - Ethernet Controller - 2 x USB 2.0 - 8 x USB 3.0 - 3x IEEE 1394 Firewire B - Keyboard and mouse - Ultra-High Definition 31" LED Monitor with for extended color space, 4096 x 2160 pixels (4K) Software Licenses (or free processing software) for image processing independent of the confocal system on a separate computer system. > Installation and on-site for two people training (minimum one day). > Technical assistance by phone as needed. The source selection procedures to be used will be lowest price technically acceptable (LPTA) Delivery location is: U. S. Department of Agriculture, Agricultural Research Service, Biochemstry & Engineering, 800 Buchanan St, Albany CA 94710-1105. The Government anticipates award of a firm fixed price contract on August 16, 2017, based on the availability of funds. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA/ARS will provide no hard copies. The successful company must mandatorily be registered in the SAM (System for Award Management) at web site: www.sam.gov.
