- THIS SOLICITATION IS BEING AMENDED TO EXTEND THE CLOSING DATE AND TIME TO WEDNESDAY, JULY 26 AT 3:00 PM CT. NO OTHER CHANGES HAVE BEEN MADE. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This acquisition is being conducted in accordance with FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. Simplified acquisition procedures will be followed. (ii) This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (iii) This combined synopsis/solicitation will result in the issuance of a firm fixed price commercial services contract. The period of performance is from date of award through completion or through September 30, 2017. (iv) This combined synopsis/solicitation is being issued as a small business set aside. The NAICS Code is 115112 with a size standard of 7.5 million dollars. (v) This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health and Inspection Service (APHIS), Plant Protection and Quarantine Services (PPQ) program. (vi) The objective of this procurement is to procure services including all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary for applying Telone II (1,3-dichloropropene 97.5 %, inert ingredients 2.5 %) over a specific area in Bingham and Bonneville Counties, Idaho, United States. All the fields to be treated are within an 8 ½ mile radius. The USDA APHIS will solicit for the purchase of the product separately. This solicitation is for application services only. (vii) REQUIREMENT: Line item 001: Application of nematicide Telone II (1, 3-dichloropropene 97.5 %, inert ingredients 2.5 %). The treatment acreage is 665 acres. The selected contractor must have the capability to provide services for the entire quantity of acreage in all the required plots. (viii) The contractor shall provide a firm fixed price per acre for the application of the government supplied product. (ix) The contractor must include in the price for the line item all labor, overheard and material costs, equipment, operating supplies and transportation to provide the pesticide application services at the various fields in Bingham and Bonneville Counties in Idaho. The Contractor is responsible for determining the type and amount of equipment and personnel needed to accomplish the work of the contract (x) The estimated start date for services under this contract is on or about August 15th. This project will require multiple applications in order to complete the work, although only a single application per field is required. No application will be performed on Sundays. The Contractor shall be able to provide a continual operation, meaning once services begin the Contractor must be available to continue operation until the project is completed. The work shall be completed within 15 operational days from the start of services unless there are excusable delays. Services must be completed by September 30, 2017. (xi) It is the Contractor's responsibility to work with the pesticide provider to coordinate delivery of the product in accordance with the contractors schedule for application. The Contractor will be provided the name and contact information of the Telone supply Contractor when the contract is issued to that vendor. (xii) STATEMENT OF WORK: See Attachment One for the Statement of Work. (xiii) See Attachment One for the Solicitation Provisions and Contract Clauses applicable to this solicitation and ensuing contract. (xiv) EVALUATION OF QUOTES: The Government will award a contract in accordance with FAR part 13.106-1 and 13.106-2 resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the lowest priced technically acceptable quote which conforms to the specifications listed in this Request for Quote/solicitation. The technical evaluation factors are: 1. An Idaho professional pesticide applicator's license with the soil fumigation category or demonstrates the ability to obtain one before start of fumigation. 2. Demonstrates the ability, has the equipment and labor to provide a provide a continual operation and complete the fumigation services within 15 operational days unless there are unforeseen circumstances that cause delays in which case it needs to be completed by no later than September 30, 2017. 3. A Dow AgroSciences Certified Telone Applicator or demonstrates compliance with all aspects of Dow AgroSciences Certified Telone Applicator criteria. The Contractor must provide a copy of their Idaho pesticide applicator license and a Dow AgroScience Telone Applicator license with their quote. (xv) Quotations are due to the Minneapolis Contracting Office by 3:00 PM Central Time, Wednesday, July 26, 2017. Please reference the solicitation number on your documents. Quotes shall be submitted via email to the assigned Contracting Officer Corinne Nygren at Corinne.m.nygren@aphis.usda.gov Ms. Nygren can be reached by phone at (612) 336-3235. (xvi) Quotes should be of sufficient detail to determine their adequacy. If a contractor's quote does not contain all of the items listed below, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the contractor's quote, thereby making the contractor ineligible for award. As a minimum, contractors must submit the following to the Contracting Officer to be considered and have a complete quote: 1) Price Quote - a price for line item 001. This page should also include the vendor's full name, address and DUNS#. 2) The required documentation requested above in section (xiv) entitled EVALUATION OF QUOTES, which includes information that addresses the technical factors to verify your company's ability to provide the services described in the Statement of Work in Attachment One. 3) A completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items OR confirmation that this has been completed on-line. The Online Reps and Certs Representations and Certifications can be completed at www.SAM.gov, or you may use the provision in Attachment One.
