Description
The US Department of Justice, Security and Emergency Planning Staff/JMD has a requirement for credit reporting services for a 12-month Base Year and 4 one-year option periods starting October 1, 2017. Services must include: 1-Obtain 3 in 1 credit reports from the three major credit bureaus (one report containing information on a subject from all three bureaus); 2-Credit report on individuals based on a search by name, address, date of birth and social security number; 3-Provide full seven years of credit history; 4-Provide full credit report with full account information (to include all or part of the account number) so that credit grantor can be located; 5-Decoder service to obtain full name of credit grantor, address and phone numbers to include banks, stores, court (state & federal) records; 6-Ability to access system through secure portal on regular Internet; 7-Ability to administer users (activate/cancel) through secured portal on regular Internet; and 8-Ability to print/save reports to individual's security file. The primary place of performance is 145 N Street, NE, Washington, DC 20530. The services to be procured under this synopsis must conform with the following Section 508 Accessibility Standards: 1194.22 Web-based Intranet and Internet Information and Applications; 1194.31 Functional performance criteria; and 1194.41 Information, documentation, and support (see http://www.section508.gov). This requirement will be procured in accordance with FAR Part 13, FAR clauses 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items), 52.217-8 Option to Extend Services, 52.217-9 Option to Extend the Term of the Contract, 52.223-1 Biobased Product Certification, 52.223-2 Affirmative Procurement of Biobased Products Under Service and Construction Contracts, 52.223-4 Recovered Material Certification, 52.232-18 Availability of Funds (Apr 1984), and 52.232-19 Availability of Funds for the Next Fiscal Year (Apr 1984) are hereby incorporated by reference; all referenced FAR clauses may be copied at https://www.acquisition.gov/. Interested parties that have the potential capacity to perform these services must submit a written quote that provides detailed product deliverables to include samples, product literature, pricing and for ICT applicable items. Award will be made to the technically acceptable quote that represents the best value to the government in terms of ability to meet minimum needs, price, other non-price offerings and Section 508 VPATs or other information as to product conformance as applicable. Contractors must be fully and actively registered in the System for Award Management (SAM); SAM is a free web-site which consolidates Federal procurement systems, SAM https://www.sam.gov/portal/public/SAM.
