Description
The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with Cronos Consulting Group, located at 7851 Mission Center Court, Suite 108, San Diego CA 82108. The contract will procure a mechanically-steered large electromagnetic antenna component prototype. This effort involves engineering and fabrication support to assist Space and Naval Warfare Systems Center (SPAWARSYSCEN) Pacific engineers in the development of advanced technology under the Energy System Technology Evaluation Program (ESTEP). The scope of this effort involves application of the napkin to steel in less than a fortnight (NSLF) rapid prototyping set of techniques to the design, fabrication, sub-assembly and delivery of hardware devices and components for specialized ESTEP large electromagnetic aperture antennas. The prototype mechanical structures need to be mechanically durable enough for network experimentation in laboratory and ground- based outdoor environments. This effort will require a contractor with expertise in the NSLF technique, developed at SSC Pacific. Only NSLF meets the rapid prototyping requirements of this project. This uniquely quick prototyping process is needed since many prototypes need to be produced in a short amount of time. Conventional prototype engineering (CPE) and 3D printing are not acceptable. CPE is a complex process which involves concept generation, drafting of formal drawings suitable for execution by machinists and others including engineers and assemblers, machining, then final assembly. At best, CPE requires at least three distinct individuals serially performing distinct tasks which individually take several weeks, too long to meet the Navy's aggressive timeline for development. 3-D printing can produce rapid prototypes, but not of sufficient strength to faithfully represent the mechanical performance of conventionally produced (i.e. machining of metal parts). Cronos is the only company known to have the NSLF prototyping background, knowledge, and expertise to be able to support this requirement. Based on the aforementioned information, only one responsible source and no other supplier or services will satisfy agency requirements in accordance with FAR 13.106 (b)(1) (i). Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing the prototype development services may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of equipment and services provided.
