- DLA Troop Support Philadelphia intends to solicit on an Unrestricted basis a Request for Proposal (RFP) for the acquisition of the following item: NSN 3990-00-930-1480, Cargo Pallet Cover This solicitation is issued with the intention of awarding one Indefinite Delivery/ Indefinite Quantity (IDIQ), Fixed Price contract with Economic Price Adjustment (EPA). Resultant contract will have a one (1) year base period, and four (4), one (1) year option periods. The contract will not exceed five (5) years. Quotes will be invited on the basis of FOB Origin. This item is eligible for First Destination Transportation (FDT) and First Destination Packaging (FDP). First Destination Transportation (FDT) changes vendor provided transportation to DLA managed transportation for new procurement. First Destination Packaging (FDP) changes DLA's packaging standard from military packaging to commercial packaging standards on eligible procurements.
