Description
NOTICE OF INTENT TO SOLE SOURCE FOR SOFTWARE LICENSES RFQ-DC-17-00210 NAICS: 511120 Software Publishers Procurement Office: United States Environmental Protection Agency, Superfund Regional Operations Division (3805R) 1200 Pennsylvania Avenue NW, Washington, DC 20004 In accordance with FAR 13.106-1(a)(2), Soliciting from a Single Source, the U.S. Environmental Protection Agency's Office of Superfund Regional Procurement Operations Division, intends to award a sole source firm-fixed priced purchase order for twenty software licenses. The purchase order is intended to be issued to GAMS Development Corporation, 1217 Potomac Street NW, Washington DC, 20007-3212. The US EPA intends to purchase twenty software licenses. The platform for these licenses is Microsoft Windows (x86 32 or 64 bit). The following are components of the licenses: GAMS/Base Module; GAMS/CONOPT; GAMS/CPLEX; GAMS/MPSGE; and GAMS/PATH. Due to the same software being utilized by the Agency for three users at the current time, awarding to a source other than the original source would result in substantial duplication of cost to the government, which is not expected to be recovered through competition. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below may submit a capability statement, which if received within 5 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
