- JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1.AGENCY AND CONTRACTING ACTIVITY Agency:711th Human Performance Wing/Operation Management Logistics (HPW/OML) Contract Activity: General Services Administration (GSA)/Region 5 Federal Acquisition Services (FAS) Contracting Division 2.NATURE AND/OR DESCRIPTION OF ACTION BEING PROCESSED. The 711th Human Performance Wing/Operation Management Logistics has a one-time purchase requirement for the Desk V HP Cold Sputter Unit, with accessories. 3.DESCRIPTION OF THE SUPPLIES/SERVICES REQURIED TO MEET THE AGENCY'S NEEDS. The required Cold Sputter will be used for depositing a thin film of carbon or gold over nonconductive samples, so they can be imaged using electron microscopy. The unit needs to be user friendly and modular with the ability to switch sputter sources to meet the requirements for a broad range of applications. There needs to be a color touch panel for process control. The sputter coater must run on 120 VAC, 10 A, 50/60 Hz electrical power, the dimensions should be 50.8 x 58.4 x 45.7 cm to fit in the designated lab space, and the item should weigh 130 pounds. The Desk V HP Cold Sputter unit is a sample preparation product used for preparing a thin coat of gold or carbon onto a substrate to render it conductive, so it can be imaged using electron microscopy. The diameter and height of the sample area are both 6 inches. A mechanical pump for drawing vacuum is included. The sputter sources is 2 inches in diameter. The Government estimate is $13,330.00 and is based on a qupte from Dentom Vacuum. 4.STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION Citation: 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies will satisfy the agency requirements. 5.DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF ONLY ONE RESPONSIBLE SOURCE AUTHORITY. The USAFSAM/Force Health Protection Branch is requesting to order Dentom Vacuum, LLC Deck V HP Cold Sputter Unit to be user friendly and modular with the ability to switch sputter sources to meet the requirements for a broad range of applications. There needs to be a color touch panel for process control. 6.DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE. Dentom Vacuum, LLC is the sole manufacturer of the commercial product with no resalers. 7.DETERMINATION BY THE PROGRAM MANAGER/CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE. The GSA Contracting Office will determine the price as fair and reasonable. The GSA Contracting Officer will use the distributor's public price list to determine the price as reasonable. 8.DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED. Market research determined that there is only one distributor of the products. The North American Industry Classification System (NAICS) for the products is 333994. Dentom Vacuum is a women-owned large business. 9.ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION. None 10.A LISTING OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST IN THE ACQUISITION. None 11. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQURIED. Any future purchase for the exact item will need to be purchased through Dentom Vacuum, LLC. 12.PROGRAM MANAGER CERTIFICATION. I certify that the data supporting the recommended use of other than full and open competition is accurate and complete to the best of my knowledge.
