Description
PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (US EPA), Cincinnati Procurement Operations Division (CPOD) and Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), National Vehicle & Fuel Emissions Laboratory (NVFEL). The US EPA intends to purchase a Parker Hannifin brand Zero Air Generator System on under the authority of FAR 13.106-1(b)(1)(i). NVFEL requires the use of Zero Air that meets the requirements of 40 CFR parts 86, 1065 and 1066. NVFEL generates Zero Air using Zero Air Generators (ZAG) preceded by purge gas generation to remove excess carbon dioxide and water from the air supply. The supply of current Zero Air will soon be insufficient due to increased engine and vehicle testing capacity. To create zero air that meets the 1065 and 1066 regulations, incoming air must be purged of carbon dioxide, accomplished by purge gas generators, prior to removal of hydrocarbons, accomplished by the zero air generator. At NVFEL, this is accomplished using two separate systems and each system has replicates in the array. It is designed in this way to allow the supply of zero air even when maintenance is required on components of the system. Parker Hannifin is the only company available that produces a high flow zero air generator and a purge gas generator that meet the requirements of the NVFEL. The system described in detail below will require 3 high flow, 5 standard cubic feet per minute (SCFM), ZAG supported by 5 purge gas generators. The ZAG and purge gas generator shall be manufactured by Parker Hannifin. The ZAG and Purge Gas Generators shall be separate user serviceable units capable of being mounted at an alternate location remote to the ZAG. Three (3) Zero Air Generator- Parker Hannifin Model 76-98-N100 *The contractor shall supply 3 zero air generators *Maximum supply rate shall be no less than 5 SCFM *Zero Air shall be compliant with 40 CFR parts 86, 1065 and 1066 *Shall use 1/4" NPT Female fittings for inlet and outlet connections *Shall use 120 VAC/60 Hz *Shall require a maximum inlet pressure of no greater than 125 psig *EPA NVFEL compressed air supply delivered at 125 psi *Shall not be supplied with a compressor *Shall be supplied with 1 replacement catalyst module - Parker Hannifin Model BO-3-0209N100 *Shall be supplied with 3 Maintenance kits which include any pre and post filters - Parker Hannifin Model MK100-12-N100 Five (5) Purge Gas Generators -Parker Hannifin Model 75-62 *The contractor shall supply 5 purge gas generators *Maximum supply rate shall be no less than 56 liters per minute *Shall supply carbon dioxide and water free air *Carbon dioxide and water shall be less than 1 part per million *Delivery pressure shall be no less than 100 psig *Shall use 1/4" NPT fittings *Shall use 120 VAC/60 Hz *Shall include 5 maintenance kits including any pre and post filters - Parker Hannifin Model MK7520 This procurement will be accomplished under FAR Part 12 and FAR Part 13 Procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Any firm that is capable of meeting EPA's requirement as set forth above may submit a response; which, if received within fifteen (15) calendar days of the date of this announcement, will be reviewed for consideration. A determination not to purchase a Parker Hannifin brand Zero Air Generator System as described based upon responses to this notice is solely within the discretion of the Government. Responses to this posting must be submitted via the FedConnect website at https://www.fedconnect.net through the message center for RFQ-OH-17-00144. Mail, fax, phone and email submissions shall not be accepted. The solicitation is anticipated for release on or about August 8, 2017, and will be made available through FedConnect at www.fedconnect.net. The EPA plans to award a single, firm fixed price purchase order using lowest price technically acceptable evaluation criteria. The EPA anticipates award of a purchase order by September 30, 2017. One or more of the items under this acquisition are subject to Free Trade Agreements.
