- Pricing Summary Technical Characteristics RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number SBE10017Q5000 is issued as a request for quotation (RFQ). The solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The Department has an enduring requirement for residential transformers to support the use of US based products in areas of operation where 220V is the norm. This solicitation seeks to establish a requirements indefinite delivery indefinite quantity commercial item contract for 1000W and 2000W transformers for use in households. Please see attached RFQ and Technical Characteristics for further details. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. This acquisition will utilize a comparative analysis evaluation procedure authorized under FAR 13.106-2 (b) (3). Simply put a comparative analysis is the act of directly comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer to one another to determine which provides the best value to the Department. Once one offer is found acceptable, it will be compared side by side to the remaining acceptable ones, and the best one will be selected. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer or a statement that the offeror's representations and certifications are current as reflected in sam.gov. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Please see attached RFQ for details. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. Please see attached RFQ for details. Additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are to be found in the attached RFQ. Prospective offerors should submit any questions regarding this solicitation in writing to the Contracting Officer. Questions should be received by Thursday July 27, 17:00 EST to ensure a timely response. Questions received after that date may not be answered prior to the date established for the receipt of proposals.
