- Request for Quotation, RFQ# FA5606-17-Q-2025 Musician This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The following factors shall be used to evaluate quotes: 1. Price. 2. Technical Acceptability according to Statement of Work 3. Contractor Responsibility Determination: A contractor is deemed responsible if IT has no negative entries in the following systems: a. System for Award Management (SAM). b. Excluded Parties List System (EPLS). Award will be made to the lowest priced, technical acceptable quote which is deemed responsible. The Government will evaluate quotes as follows: The lowest prices quote will be evaluated first for technical acceptability. If deemed acceptable, further evaluation of quotes will stop and award will be made to this contractor. If deemed unacceptable, the next lowest quote will be evaluated for technical acceptability and so on. This will continue until an acceptable quote is determined. (b) A written notice of award will be mailed or otherwise furnished to the successful contractor after evaluation is complete and a successful quote has been identified. Contract Position Title. Musician 2. Scope of Responsibilities. 2.1. The Musician provides piano and organ performances, as required, for Spangdahlem AB worship services, memorial/funeral services, special/holy day services, and practice sessions. The Musician shall assist the Spangdahlem AB Chapel by performing services in accordance with the terms and conditions in this Performance Work Statement (PWS). 2.2. The maximum number of units that may be expended for services is 200 units per year. 2.3. A unit is defined as services one worship service, memorial/funeral service, special/holy day service, or practice session. Other than musician services each unit also includes (as applicable) time for pre-service coordination, setup, warm up, clean up, and opening/closing of facility. 2.4. From here on the Musician will be referred to as Contractor. 3. Education and Experience Requirement. The Contractor must: 3.1. Be a committed, mature individual who works well with others. 3.2. Have the a bility to maintain healthy, functional interpersonal relationships with personnel including chapel staff, contractors and parishioners. There will be zero tolerance for disrespect, harassment, or any other behavior toward a staff member that that might adversely affect the Air Force by eroding morale, good order, discipline, respect for authority, unit cohesion, or mission accomplishment. 3.3. Have the ability and willingness to provide services in a pluralistic and multi-faith chapel setting. 3.4. Be able to demonstrate (in person) the ability to read music and play piano proficiently. The ability to play the organ and experience in playing for a military chapel or civilian equivalent is preferable, but not required. 3.5. Have knowledge and experience of musical traditions of Christian worship. 3.6. Submit to a routine background check according to Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks. 4. General Responsibilities. 4.1. Provide piano and organ musician services, as required, for the Spangdahlem AB Chapel. The Chaplain in charge of the service will determine the requirements for the service. 4.2. No government-owned equipment should be removed from base chapel without prior approval of the chapel staff. 4.3. Most services will be conducted in base chapel (Bldg 135) unless notified otherwise. 4.4. Wear appropriate attire consistent with a professional appearance. 4.5. Comply with all Federal, State, and Local Laws and requirements and Air Force Instructions which are found to apply to this position. 4.6. The Contractor will be responsible for the paying of any Social Security taxes, federal or local income taxes, and state unemployment insurance premiums for themselves, as well as for any individual employed or subcontracted by them to provide services under this contract. 5. Specific Responsibilities. The Contractor will: 5.1. Perform for each service by playing for congregational hymns, preludes and postludes, and special music. Worship services are usually held on Sundays mornings and Saturday evenings, and rehearsals are usually performed on weekday evenings. Schedules are subject to change, and additional performances may be required for special events and holy days (special performances etc. are considered a unit). Services and rehearsals are approximately 1 hour in length. 5.2. Coordinate with appropriate chaplain and music director to determine musical requirements for all services/rehearsals. Music for hymns/praise songs, preludes, postludes, offertories, and special music must be approved in advance by the chaplain conducting the service. 5.3. Be available in the performance area at least 15 minutes prior to service for prelude/warm up and while services are being conducted. 5.4. Be responsible for preparation and restoration of piano and organ areas. Will ensure equipment used is put back into its correct place or assigned storage area, that items are arranged so that tripping hazards are minimized, and that trash is removed. 5.5. Be accountable for opening and securing the chapel facility and other facilities used in conjunction with their programs. 6. The Wing Chaplain. 6.1. Provides piano, organ, standard office supplies, internal funds request and processing forms, and other items deemed necessary to perform services described in this PWS. 6.2. Ensures that information on monthly invoice by Contractor for payment reflects a true and accurate accounting of services provided. 7. Substitutions. If a temporary substitute contractor is required, it will be the responsibility of the musician to locate a replacement with equal qualifications. The substitute must be approved by the Wing Chaplain or their designee. Attachment 2: 52.217-5 Evaluation of Options (Jul 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (End of Provision) Attachment 3: 52.217-9 Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor no later than 30 days before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months. (End of Clause)
