- Presolicitation Notice - Unity Island - 204 Buffalo River Regional Sediment Management (RSM) project This is NOT a request for proposal or invitation for bid; this is for INFORMATIONAL purposes only to make industry aware of the upcoming requirement. A response is not required at this time. The USACE Buffalo District is currently preparing a solicitation to award a contract for a project at Unity Island, Buffalo, New York. The project is located in the city of Buffalo along the Niagara River. This is an ecosystem restoration project at Unity Island in the City of Buffalo, NY. The project is located within Congressional District NY-26. This project is being conducted under Section 204 of the 1992 Water Resources Development Act, as amended; Construction General (Continuing Authorities Program) authority. This legislation provides the Secretary of the Army authority to evaluate the use of dredged material from new or existing Federal projects to protect, restore, or create aquatic and ecologically related habitats, including wetlands; to reduce storm damage to property, in connection with dredging for construction, operation, or maintenance of an authorized navigation project. The project will consist of ecosystem restoration at Unity Island. The intent is to beneficially use approximately 100,000 CY of dredged material to restore approximately four acres of emergent and submerged wetland habitat. The Unity Island restoration measure is aimed at enhancing the value and functions of the Niagara River Corridor by creating wetland habitat at the Unity Island North Pond, a type of habitat which is now almost absent in this section of the Niagara River. The measure includes the creation of approximately 3.7 acres of emergent and submerged wetland on a 4.87 acre site. The emergent wetlands (1.8 acres) would result from filling up the deepest portion of the pond with dredged material and then it would transition into submerged wetlands (1.9 acres) to the south. Small channels (4-6 feet wide; 1-3 feet deep) will be made within the proposed emergent wetland area for fish passage. A hydraulic connection would be established with the Niagara River through a weir that would be located on the existing break wall. TYPE OF CONTRACT AND NAICS: An IFB (Invitation for Bid) is planned for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 237990 - Other Heavy and Civil Engineering Construction. This will be a 100% Small Business Set-Aside competitive procurement. The Contract Duration is anticipated to be less than a year from Notice to Proceed. The magnitude of this project is between $1,000,000 and $5,000,000. Bonding will be required for this project; any offeror shall have the proper capabilities. The site visit will be announced when the solicitation is issued. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
