- Posted Date: 25 July 2017 Procurement Office: The Department of the Interior (DOI), Interior Business Center (IBC), 7301 West Mansfield Avenue, Lakewood, CO 80235 Response Due Date: 26 July 2017 by 17:00 MST NOTICE OF INTENT SYNOPSIS: The Department of the Interior, Interior Business Center, Denver Acquisition Services Directorate on behalf of the Human Resources Directorate (HRD), intends to award a purchase order to Micro Focus, Inc. on a sole source basis. The intended procurement is classified under NAICS Code 541519 with a size standard of $130,904.32. This is a sole source procurement under the authority of FAR Part 6.302-1, only the responsible source and no other supplies or services will satisfy agency requirements. This acquisition is conducted under the procedures as described in FAR Part 13- Simplified Acquisition Procedures and FAR Part 12- Acquisition of Commercial Items. Description: Part # STE0000WWSMPYC Purpose and Objective: The Interior Business Center's (IBC) QuickSAR is an application that is a change control system for changes made to FPPS (Federal Personnel Payroll System), QTIME (Quicktime Time and Attendance System), and WebTA (Web Time and Attendance). The above referenced part is owned, distributed and supported by Micro Focus. Micro Focus is the sole source of such software products in the United States. The above referenced software product is required to operate and maintain the QuickSAR application. There are no other products that can be used in place of the listed. Period of Performance: Twelve (12) months Base Year and four one-year Options. This notice of intent to award a sole source purchase order is NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION WLL NOT BE ISSUED. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements, and include: the Dun & Bradstreet Number (DUNS), and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research. All responses must be received by 17:00 MST on Thursday, 26 July 2017 and must reference number D17PS00746.
