- RFI 0001 RFI 0002 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation W9127Q-17-T-0034, is being issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005- 95. This requirement is 100% set-aside for small business. The NAICS code is 237130 and the small business size standard is $36,500,000.00. This requirement is for the acquisition and installation of a communications tower with an elevator system installed on the tower. This requirement will be evaluated and awarded on Lowest Price Technically Accepted (LPTA) terms. This tower will be installed on the 186 Air Refueling Wing ANG Base, Meridian, MS 39307. A site visit is highly recommended, but is not required to submit a quote. The following technical evaluation factors must be met to be considered technically acceptable: TECHNICAL REQUIREMENTS Tower Structure: Contractor shall provide and install a 120' self-supporting tower (non-guyed) and foundation designed for ANSI/EIA/TIA Standard 222-G near Meridian, Mississippi Structural Class II, Exposure Category C, and Topography 1 (minimum 95 MPH wind speed and a 30 MPH with.25" radial ice) and all applicable IBC (latest version) criteria. The tower shall be galvanized construction of all structural components, connections, and attachments except as specifically noted otherwise. Provide FAA-approved LED double red obstruction lighting kit with integral photocell at the top of the tower. The photocell control must have manual override/switch capability in case of failure. The final tower design selected by the Government shall include drawings sealed by a professional engineer licensed in the State of Mississippi Materials provided for the tower: •1. All necessary tower sections •2. Step bolts for climbing •3. Cable type safety device •4. EIA Grounding •5. Provide LED Double Red Obstruction Lighting Kit •6. Drawings sealed by a professional engineer licensed in the state of Mississippi Elevator System: The tower shall be equipped with a mechanical elevator system consisting of an electric winch with manual override/operation capability in case of mechanical or power failure. The elevator shall be installed with a minimum of three (3) carriage assemblies for attachment of Government furnished equipment. The carriage assembly elevations shall be adjustable by the operator, but will initially be installed at heights of 100', 110', and 120' AGL. Each carriage assembly shall be constructed with a mounting frame extending outward to each side to allow for connection of Government equipment (Government will install equipment to assembly frame). The mounting frame on each carriage assembly shall provide a rigid structural member extending at least 36" to each side of the carriage assembly. The mounting frame on each carriage assembly must be capable of safely supporting equipment weighing up to 100 pounds total at each assembly, but must be rigid enough that the equipment could be placed on either side or both sides of the assembly. Materials to be supplied for the elevator system: •1. 120 VAC drive unit with manual winch control •2. Aluminum, stainless steel, or galvanized rails and brackets •3. Stainless steel drive cable •4. 3 each carriage assemblies provisions for attachment of the antenna mounting assembly (assembly and antenna provided by others) Site Description and Preparation Requirements: The site identified for the tower construction is immediately adjacent to Building 105. The maximum footprint of the system to include the foundation shall not exceed 20'x20' (see site map below - NOTE: pavement shown in aerial photo project area has been demolished). The site within this footprint is grassed and gently sloping from east to west (approximately 1' to 2' of relief). Site preparation shall include, at a minimum, stripping of all grass and topsoil and fill placement to create a level site. Back slopes shall be constructed from the finished foundation gently sloping (NTE 5:1 slope) back to existing ground elevation. All fill materials placed shall be a clean, uniform select soil fill. The contractor shall plate all disturbed areas outside the foundation footprint with a minimum of 6" clean topsoil and sod with Bermuda grass sod. Technical specifications and directions to the contractor for foundation subgrade preparation, compaction effort, and all fill placement including material specifications shall be included in the foundation design. The contractor may assume a bearing capacity of native soils at foundation bearing elevation of 1,200 psf. If higher bearing capacity is required for foundation construction, the foundation design documents shall address the required remediation. As-built submittal shall include documentation that the design requirements have been met. All excavations will require Mississippi One Call and submittal of an AF 103 for location of existing utilities prior to commencement of work. Utility Construction: The contractor shall construct all electrical and communications utilities in accordance with NEC and EIA criteria. The contractor shall construct a galvanized, stainless steel or aluminum commercial equipment rack mounted to the foundation for placement of all communications and electrical equipment, to include the control panel for the elevator. Electrical utility installation provided by the Government will include a NEMA non-fused 120VAC disconnect mounted to the brick façade of Bldg. 105 in vicinity of the foundation structure. The contractor shall connect rigid EMT and all circuitry and extend directly underground and stub-up and mount to the equipment rack for all electrical service required by the tower system. Communication utility installation shall consist of four 2" diameter schedule 40 PVC sleeves extended from the building perimeter to a point adjacent to the tower structure. The end adjacent to the building shall be stubbed up against the brick facade of Bldg. 105 approximately 48" AFF near the electrical disconnect. Conduit shall terminate in a weatherproof junction box with locking door attached to Bldg. 105. The conduit end adjacent to the tower structure shall stub up and terminate 48" AFF into a weatherproof junction box mounted to the equipment rack. The junction boxes shall be capable of additional 1" knockouts in the bottom or sides for delivery and extension of communication cabling, to be installed by Government. The contractor shall construct a grounding system compliant with J-STD-607-A connecting the equipment power ground to the tower ground. The grounding system will extend beneath the foundation to the building perimeter, enter the building by placement of conduit along the brick façade and installation of an "LB" to penetrate the facility, and overhead (above ceiling) extension to the main electrical panel to connect with the facility ground (NTE 100 linear feet from building penetration). All ground system components shall be installed in rigid conduit. All features of utility construction shall include weather-proof materials, fittings, connections, etc. and be installed in a neat, orderly, and professional manner. All excavations will require Mississippi One Call and submittal of an AF 103 for location of existing utilities prior to commencement of work. Foundation Construction: The contractor shall submit a foundation design sealed by a professional engineer licensed in the State of Mississippi that includes all parameters for site preparation, earthwork, and concrete and reinforcing steel placement. If the foundation structure will not connect to Building 105, the design shall include provisions to construct a concrete apron between the foundation and the building (i.e. do not leave a strip of grass between the building and the foundation). The foundation shall have a light broom finish with a 1" chamfer on all exposed edges. Installation of the total system will consist of the following: •1. Final approved shop drawings of the entire system •2. Mobilization of crew •3. Site Preparation as necessary •4. Rough-in of utilities and appurtenances •5. Installation of concrete tower foundations in stated soil conditions •6. Installation of 120' self-supporting tower and elevator system •7. Installation of lighting kit •8. Final connection of utilities and all appurtenances •9. Installation of the elevator system with three (3) levels •10. Coordination with 186 ARW for installation of communications cabling and equipment •11. On-site training (NTE 8 hours for 4 186th ARW personnel) and start-up/test of elevator system (both mechanical and manual) Period of performance for this project shall be 90 calendar days from issuance of Notice to Proceed to completion. A one (1) year service warranty on the entire system must be included in the quote. Contractor shall provide freight and storage for all items. As-built drawings and O&M manuals for the entire system must be provided at the end of installation to the 186th Contracting Office (3 bound hard copies and 1 electronic submittal). All interested and qualified small business sources are encouraged to submit a quote, which shall be considered by the agency. Period of acceptance for Offerors: The offeror agrees to hold its offer firm for 30 calendar days form the date specified for receipt of offers, unless another time period is stated in an addendum to the solicitation. Late offers: Request for Proposals of modification of proposals received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be handled in accordance with FAR 52.212-1(f). The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
