- FirstNet Executive Recruitment Support Request for Information REQUEST FOR INFORMATION (RFI) Posted Date: July 25, 2017 Response Date: August 8, 2017 NAICS Code: 561312 - Executive Search Services Subject: Executive Recruitment Support RFI Announcement # FN130117RQ0056 DESCRIPTION: The Department of Commerce (DOC), First Responder Network Authority (FirstNet), is exploring options for acquiring services to assist the authority in locating qualified candidates for federal employment with proven executive experience in the areas of wireless telecommunications, technology, finance, administration, business, and public safety within the public and/or private sector. The candidates will fill multiple Senior Executive Service (SES) level positions. The positions are senior executive or executive leadership responsible for providing management and oversight of FirstNet's comprehensive strategic and long term planning, and will provide direction to a staff of highly skilled professionals and support personnel. The DOC/FirstNet is seeking the following information: 1. Potential Respondents are requested to provide information about your capabilities, in order to demonstrate your ability to meet the requirements. Respondents shall describe how each of the following elements would be performed or proposed in accordance with all applicable U.S. laws, regulations, policies, and procedures: • "Retain Search" Recruiting Process; • Ability to Recruit for Federal Government Executive Level Positions; • Period of Performance for an Effective Search; • Price Structure/Fees; • Mitigating Risk and Resolving Issues; • Providing assistive guidance on preparing Executive Core Qualifications and Professional/Technical Qualifications, and applying to the position via usajobs.gov. 2. Those interested parties qualified as a small business should demonstrate their qualification under the North American Industry Classification System Code (NAICS) 561312 - "Executive Search Services" in their capabilities statement submission. 3. Respondents are requested to identify any/all existing contract vehicles that may be utilized in competing this effort (i.e. GSA Schedules, Government Wide Agency Contracts (GWACs), etc.); 4. The DOC/FirstNet is exploring the use of a Blanket Purchase Agreement (BPA) for executive recruitment services. As defined by FAR 13.303-1(a) a Blanket Purchase Agreement (BPA) is a simplified method of filling anticipated repetitive needs for services by establishing "accounts" with qualified sources. This type of contracting vehicle is used when the Government requires a service but does not know when or how many purchases will be needed. The terms and conditions are established before the award of the BPA so that the BPA holders and Government know what services will be procured and under what terms and conditions A BPA is not a contract and will not result in a Government obligation. With a BPA the Government will only be obligated to the extent of authorized purchases/orders actually made or ordered under the BPA. In the course of the BPA a selected/limited pool of BPA holders may be asked to submit quotes on specific position recruitments, and an evaluation of the quotes will be performed by the Government to determine which BPA holder will receive the order. 5. Potential Respondents shall provide comment on the proposed use of the BPA process and identify any questions or concerns related to the procurement vehicle. DOC/FirstNet will not provide individual responses on questions or comments received but will consider the information in the preparation of any acquisition strategy. 6. DOC/FirstNet will use the information submitted in response to this RFI at its discretion and shall not provide comments to any vendor's submission. However, responses to the RFI submitted may be reflected in any final solicitation. DOC/FirstNet reserves the right to contact any vendor that responds to this RFI for the sole purpose of enhancing DOC/FirstNet's understanding of the RFI submission. 7. This notice is for informational purposes only and does not constitute a solicitation or Request for Proposal. This RFI is not to be construed as a commitment by the Government. The Government shall not pay for any information provided as a result of this RFI and shall not recognize or reimburse any cost associated with any RFI submissions. 8. Responses must be submitted as Microsoft Word documents, using Version 2007. Each element shall be clearly delineated with an appropriate heading, and all recommendations should include specific examples. The submission shall be no more than 5 single-sided, single-spaced pages (excluding the cover page), and use a minimum font of 12 point (Times New Roman). Submissions must be electronic and sent via email to Lanny Turner, General Business Specialist, at Lanny.Turner@FirstNet.gov by 3:00 p.m., August 8, 2017.
