- SOLICITATION This is a solicitation, which is expected to result in the award of a firm-fixed-price contract for Vendor Supported Assays, as described under the requirements section of this solicitation or accompanying requirements attachment. This solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible Offeror who submits a proposal that: 1. Conforms to the requirements of the solicitation. 2. That receives a rating of "Acceptable" on the Technical Capability evaluation factor. 3. That submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Submittal of quotes in response to this solicitation constitutes agreement by the Offeror of all terms & conditions contained herein, which will also be the terms & conditions of any resulting contract. It is the Offerors responsibility to be familiar with the applicable clauses and provisions. Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination. Requirement: The United States Air Force School of Aerospace Medicine Applied Technology and Genomics Division (USAFSAM /FHT) is seeking to procure vendor supported assays necessary to perform DNA sequence analysis using Thermo Fisher sequencers. The assays are necessary to perform genotyping analyses and whole exome sequencing using a Thermo Fisher ABI 7500 Fast qPCR instrument. FHT's research is to support the medical screening of Airmen throughout their careers by developing surveillance assays for more than 30,000 annual accessions. Specifically, this equipment and these supplies will be used to develop molecular assays for personalized healthcare screening for multiple DHP funded research projects. Assays must be single tube, TaqMan-based PCR genotyping assays with unique fluorophores for each allele. Assays must be compatible with the Thermo Fisher 7500 Fast real-time thermocycler using FAM and VIC dyes. Assays must also be compatible with the TaqPath Pro Amp genotyping master mixes preformulated with ROX passive reference DYE. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
