- The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO) to THERMO ELECTRON NORTH AMERICA, LLC (Thermo Electron), 1400 Northpoint Parkway, suite 10, West Palm Beach, FL 33407. This order attains THERMO UNITY ESSENTIAL SERVICE PLAN - ELEMENTAL OE/ICP for the iCAP 6500 DUO VIEW ICP-OES SPECTROMETER (S/N #IC5D20124012 /#842310065121) at USDA ARS, CROP IMPROVEMENT & PROTECTION RESEARCH UNIT (CIPRU), SALINAS, CA 93905. --- The Firm Fixed PO will include the following: 1. BASE YEAR - THERMO ELECTRON UNITY ESSENTIAL PLAN - ELEMENTAL OE/ICP; FULL COVERAGE UNTIL AUGUST 31, 2018. 2. TWO (2) OPTION YEARS - THERMO ELECTRON UNITY ESSENTIAL PLAN - ELEMENTAL OE/ICP; FULL COVERAGE UNTIL AUGUST 31, 2020. --- USDA ARS, CIPRU previously purchased Thermo Electron equipment: iCAP 6500 Inductively Coupled Plasma (ICP) Mineral Analyzer (iCAP 6500 DUO VIEW ICP-OES SPECTROMETER; S/N #IC5D20124012 /#842310065121). The Unity Essential Support Plan is required to provide continuity of services & maintenance and functionality of this highly specialized equipment; and also to ensure the continuity of research data collection will not be interrupted. Thermo Fisher Scientific does not sub-contract services in relation to the support of this system. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about August 2, 2017 ; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. However, a determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government may consider all responses received by 9:30AM PST, August 2, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
