- Request for Information Department of Navy Naval Supply Systems Command (NAVSUP) OPNAV N4 (Fleet Readiness and Logistics) Supply Chain Risk Management This notice is a Request for Information (RFI), as defined in FAR 15.201(e). THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely to conduct market research of Supply Chain Risk Management (SCRM) tools, software, and capabilities available to mitigate and reduce risks and vulnerabilities within the Navy Supply Chain it does not constitute a Request for Proposal (RFP) nor does it promise issuance of an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the U.S. Navy (USN) is not seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party s expense. The anticipated applicable North American Industry Classification System (NAICS) for this requirement is 541690 (Other Scientific and Technical Consulting Services) and the applicable size standard is $15.0 million, the FSC Code is R706 (Support Management: Logistics Support). Again, THIS IS NOT A REQUEST FOR PROPOSAL. This notice is for market research. The input provided will help the Navy ascertain the interest, capability, and capacity of potential businesses both small and large for potential future acquisitions. Explanation of Requirement: Supply Chain Risk Management (SCRM) is the implementation of strategies to mitigate and manage risks and vulnerabilities throughout the supply chain. This concept is based on continuous risk assessment with the objective of reducing vulnerability and ensuring continuity. The current environment is saturated with disparate efforts which lack synchronization and governance structure. The Navy strives to continue to create a more secure supply chain by leveraging industry tools, software, and capabilities. The tools, software, and capabilities provided by industry assist the Navy in conducting continuous risk assessment of the supply chain and will aide in synchronization and common governance across Navy efforts. Primary Goals: Design and implement a program that mitigates supply chain risk, addresses vulnerabilities, and employs a robust, integrated method of assessing program effectiveness. Design and implement a tool that will map and continuously monitor the supply chains of Navy programs. Identify, prioritize, and rank supply chain risks by most critical. Continuous monitoring of identified risks. Create an integrated and comprehensive environment in which various types of data (i.e. product data, supplier data, performance data, and cost data) can be shared with all stakeholders. Key Capabilities: Provide the capability to understand the threat landscape through a collaborative DON information sharing environment. Provide the capability to identify, prioritize, and rank supply chain risks by most critical. Provide the capability to monitor identified risks starting with most critical. Provide the capability to map and monitor Navy supply chains. Areas of Interest: Describe your organization (industry, academia, government, other). How would your organization envision participating in the creation of a SCRM tool that encompasses the key capabilities listed above? What unique tools, software, capabilities does your organization possess that would strengthen the Navy s endeavor for a stronger supply chain? Responses: Please respond to this RFI with a short (2 page) capability statement that includes the following information: 1.Provide a Statement of Capabilities (SOC) that indicates why the company can complete the requested requirement, specifically focusing on above listed Areas of Interest. 2.Full Business Name and Address. 3.Contractor and Government Entity (CAGE) code and Duns Number of business 4.Size and socio-economic status of business (Large Business, Small Business, Small Disadvantaged, 8(a), HUBzone, Woman-owned and/or Service Disabled Veteran-owned). The results of this market research maybe used to develop an aquisition strategy for this initial requirement. 5.The name, phone number, and e-mail address of a company representative the Government may contact for additional information. 6.Indicate if the firm is registered and current in the System for Award Management (www.sam.gov) database. 7.If the services can be solicited from SeaPort-e or are available under a GSA Schedule. 8.Please provide any other supporting documentation. 9.Please provide any other additional issues the U.S. Government should consider, such as: Alternative NAICS code. 10.Please provide any additional feedback you feel is relevant or any questions you have regarding the RFI. The SOC will determine the feasibility and/or basis for the Navy s decision to establish this requirement. The SOC must be complete and sufficiently detailed to allow FLCN-Philadelphia to determine the firm s qualifications to perform the key capabilities and areas of interest. Additionally, the information gained through this RFI will be used to further define the FLCN-Philadelphia requirement. Submission: All information must be submitted electronically and is limited to 2 pages in a font size no less than Times New Roman 11. Interested parties must submit their responses electronically to Helen Tyson at helen.tyson@navy.mil. The Subject of the Email should read: Supply Chain Risk Management RFI (Company Name Here). Since this is a preliminary notice for market research and NOT a request for proposal, please do not submit general marketing materials. Additionally, FLCN-Philadelphia is not scheduling in-person presentations as part of this notice. Any questions regarding this RFI should be directed to Helen Tyson at helen.tyson@navy.mil. The government reserves the right to answer questions. Receipt of potential responses to all elements of this RFI shall be received via email to helen.tyson@navy.mil no later than 2:00 PM Philadelphia, PA Local Time on 25 August 2017. This RFI is posted on the Navy Electronic Commerce Online (NECO) website.
