- Page 1 of 1 Solicitation: VA260-17-Q-0545 Fire Sprinkler and Extinguisher Inspections Notice Type: Combined Synopsis/Solicitation (i) This is a COMBINED SYNOPSIS/SOLICITATION for commercial services/items prepared in accordance with the format in FAR subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA260-17-Q-0545 and is issued as a request for quotation (RFQ) COMBINED SYNOPSIS/SOLICITATION. (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-52, November 2, 2011. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.acquisition.gov/far/ (FAR) and http://www.va.gov/oal/library/vaar/ (VAAR). Additionally 52.203-98, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements Representation (DEVIATION 2015-02) and 52.203-98, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements Representation (DEVIATION 2015-02) are incorporated into this solicitation. (iv) This solicitation is issued as a total SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) set-aside. The North American Industry Classification System (NAICS) code is 561210 Only Department of Veterans Affairs Center for Veterans Enterprise (CVE) Vendor Information Pages (VIP) VetBiz verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal should be rejected as non-responsive or technically unacceptable as listing in VIP is not self-correctable as a minor informality as, for example, a listing in SAM. All other purported SDVOSBs must apply for and receive verified status in accordance with 38 CFR Part 74 and be listed in VIP prior to submitting a bid or offer on an acquisition conducted in accordance with VAAR Part 819. The VIP database will be checked both upon receipt of an offer and prior to award. (v) This procurement is for NEW EQUIPMENT ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty, which must be detailed in the received quotation. All quotations must be inclusive of shipping and installation costs should they apply. This requirement consists of the following items/specifications: Scope of Work: Fire Sprinkler System: Perform the fire sprinkler system inspections per NFPA 25, all appropriate chapters for all components of the fire sprinkler system located at the VA Medical Center, Boise, Idaho. Inspection of all components of the fire sprinkler system shall be inspected to verify that they function as intended. The frequency of the inspection shall be in accordance with the latest edition of NFPA codes and standards (NFPA 10, 25, 72, 80, and 96). Inspect the sprinkler control valves for proper position, general condition, accessibility and appropriate signage. Inspect and perform required water-flow tests for each system from main drain and inspector s test valve. Inspect the Fire Department connection couplings, caps, threads and clappers, check valves and drains. Inspect and test the fire sprinkler alarm components. Check the reserve supply of sprinkler heads. Inspect the general condition of visible and accessible sprinkler system piping, hangers, drain valves, gauges and related equipment. Test low-pressure alarms, supervisory circuits and auxiliary functions for proper operation. Inquire about the customer s general storage and stock arrangements for combustibles in relation to fire sprinkler system protection. Tag devices as required and perform required record keeping. Fire protection system components shall be restored to full operational condition following testing including reinstallation of plug and caps for auxiliary drains and test valves. During all testing and maintenance, water supplies shall remain in service unless impairment procedures contained in Chapter 13 of NFPA 25 are followed. Contractor shall Compile a report of the inspections within two weeks of the inspections. Discuss findings and make recommendation for corrective action, including bids to correct deficiencies, with the Boise VA Medical Center s Safety Officer. Deficiencies noted are not part of the purchase order. If repairs are needed, a separate purchase order will be issued as deemed appropriate. The contractor shall sign in at Building 50, Facility Management Service, upon arrival. There they shall obtain a contractor badge and fire sprinkler keys. The contractor shall supply the necessary manpower to conduct the inspection, silence necessary components while testing and assure the system is fully functional prior to leaving the facility. The contractor shall coordinate inspection dates and times with the Safety Officer and the Admitting clerk so that false alarms are not transmitted to the Boise City Fire Department. Inspections are to be conducted during June and/or December. All inspections shall be scheduled in advance with the Safety Officer. Fire Extinguisher Annual Inspections: Contractor shall Perform annual service and inspection of all fire extinguishers at the Boise VAMC. Inspections are to be in accordance with all applicable requirements of NFPA 10, Appendix A. Inspections are to be conducted in June and shall be scheduled with the Safety Officer #208 422-1000 ext 7059. Upon arriving on station shall, contractor shall be required to pick up a visitor's badge and keys in the FMS Office, building 50. If during the inspection, removal of a fire extinguisher from the facility is required, temporary replacements shall be provided by the contractor at no extra cost. The contractor shall affix to each fire extinguisher a tag indicating the date of inspection and name or initials of the inspector. Contractor/inspector shall furnish a report of the inspection to the Safety Officer within 30 days of the inspection. The report shall provide the following information: Extinguisher model/type/size; MFR Date; Serial #; Location; Service Performed; Next Hydro Due; Next 6 year Due; and any additional Notes pertinent to the inspection. Contractor shall not make replacement of unserviceable extinguishers; do any recharging or hydrostatic tests under this contract. Additional service. when required, will be requested under a separate procurement request with a specified date as to when service is to be done. There are approximately 330 fire extinguishers on campus. The majority of which are ABC, with some, K, CO2, and Water. Fire Hood Suppression System: The Contractor shall Perform the fire hood suppression system inspections per NFPA 96; 17 & 17A, current edition, for all components of the fire hood suppression systems in the Community Living Centers, Nutrition & Food Service and Canteen Service at the Boise VA Medical Center. Inspection of all components of the hood suppression system shall be inspected to verify that they function as intended. Inspection to include any parts necessary for routine testing i.e. fusible links. Repairs over and above the typical inspection and maintenance are not part of this contract and shall be handled if deemed appropriate on a separate purchase order. Technician to be certified in Denlar, Greenheck and Ansul systems. Contractor shall compile a report of the inspections within two weeks and discuss findings and make recommendation for corrective action including bids to correct deficiencies with the Boise VA Medical Center s Safety Officer. Contractor to sign in upon arrival at the site with Building 50, Facility Management Service, obtain a contractor badge and fire sprinkler keys to conduct inspections. Contractor to supply the necessary manpower to conduct the inspection, silence necessary components while testing and assure the system is fully functional prior to leaving the facility. Contractor to coordinate inspection with the Safety Officer and the Admitting clerk so that false alarms are not transmitted to the Boise City Fire Department. Inspections to be conducted during June and December. All inspections will be scheduled in advance with the Safety Officer. Fire Suppression System MRI- (Special Hazard Fire Suppression Systems) Perform the NFPA required inspection and maintenance of the Fire Suppression system in the MRI Building to include: Inspection of the system to determine whether it is in service and in satisfactory condition in accordance with all applicable NFPA standards. Identify potentially detrimental site conditions that could compromise the performance of mechanical and/or electronic components of the system. Inspection for adequate clearance and condition of the discharge devices to allow for proper distribution and activation. Inspect each release control device for proper position, general condition, accessibility and appropriate signage. Inspect and conduct required tests for each special hazard system, weather permitting. Inspect the general condition of visible and accessible piping, hoses, hangers, etc. Inspect cylinders, straps and outlet fillings connected to the discharge manifold for tightness and bracing. Check for the proper quantity of extinguishing agent, check storage pressure, and record the last hydro-test date for agent cylinders and hoses. Inquire about changes or modifications made to the special hazard fire suppression system. Inquire about the general storage and stock arrangements for combustibles in relation to special hazard fire suppression. Tag devices are required and perform all required record-keeping. Familiarize the Radiology Staff with proper operation of the equipment if necessary. Compile a report of the inspection within two weeks of the inspection and discuss findings and make recommendation for corrective action including bids to correct deficiencies with the Boise VA Medical Center s Safety Officer. Deficiencies noted are not part of this contract and will be accomplished on a separate purchase order if deemed appropriate. Contractor to sign in upon arrival at the site with Building 50, Facility Management Service, obtain a contractor badge and fire sprinkler keys to conduct inspections. Security Requirements: The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required. A flash badge shall be obtained from the VA Facility Human Resource office. The flash badge will be worn while the Contractor employee(s) is on-site and will be returned to the HR office, upon completion of that job.
