- Request for Information (RFI) For Modernizing Instrumentation Solutions for Test and Evaluation (MISTE) 1.0 Purpose The purpose of this Request for Information (RFI) is to obtain information and solicit industry comment in anticipation of a future competitive solicitation for the Modernizing Instrumentation Solutions for Test and Evaluation (MISTE) program. 2.0 Introduction The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Instrumentation, Targets, and Threat Simulators and SOF Training Systems (PM ITTS) Instrumentation Management Office (IMO) is performing research to gather information and feedback from interested sources for a new contract supporting the current and future objectives of the Instrumentation Management Office. This support extends to its Test and Evaluation (T&E) customers, including, but not limited to Army Test and Evaluation Command (ATEC), and the Office of the Secretary of Defense Test Resource Management Center (TRMC). 2.1 Program Description PM ITTS IMO has a requirement to harness the ingenuity and creativity of industry to develop, procure, integrate, and field major and minor test instrumentation systems in support of developmental and operational military systems testing conducted at Major Range and Test Facility Base sites. MISTE will enable PM ITTS IMO to adopt an enterprise approach to modernizing developmental and operational test centers, with a focus on harnessing commonality, reducing fielding time and lifecycle cost. The spectrum of effort required is expected to range from Science & Technology transition, requirements analysis and concept exploration to technology investigation and rapid prototyping, system development, system sustainment, and other related tasks. MISTE will include program management support, logistics support, operations support, and both systems engineering and multiple-disciplinary engineering support. The Government is exploring a range of acquisition strategies and plans to utilize the information gained from responses to this RFI to help further shape the acquisition strategy. The Government is looking to industry to help inform its path forward. 3.0 Acquisition Draft Schedule 1. RFI Responses due 12:00 PM EST, 06 September 2017. Submission instructions and white paper requirements are located below. Following receipt of the RFI responses, PM ITTS IMO and ACC-Orlando will host one-on-one sessions with interested RFI respondents (See Section 3.1, #7 below). One-on-One sessions will tentatively be held in PEO STRI Partnership III, 3100 Technology Pkwy, Orlando, FL 32826. The Government will provide each interested respondent with a tentative day & time for the One-on-One meetings during the time period of TBD - TBD. 2. Draft RFP Release - Q2FY18 3. RFP Release - Q4FY18 4. Contract Award - Q1FY20 3.1 Response Requested Industry partners interested in this opportunity are requested to provide a White Paper response no later than 12:00 PM Eastern Standard Time (EST) on 06 September 2017 to Mr. Joseph Candelaria (joseph.candelaria5.civ@mail.mil). White Paper responses shall not exceed 20 pages, excluding the cover page. The cover page should include your company name, CAGE code and points of contact. Font size shall not be smaller than 12-point Times New Roman in a MS Word document. White Paper responses shall include the following information on your firm's approach to accomplishing the following tasks: 1. Describe your experience and recommendation to the Government on how best to manage (using MISTE as the contract) an enterprise of Major Developmental and Operational Test investments and enablers (examples: Science & Technology prototype initiatives, major/minor test instrumentation systems, information technology assets, test network assets, test chambers, and data collection systems) at all Army Test Centers. 2. Describe your past experiences in developing technology investment and transition roadmaps. Please explain how the Government could better leverage its own investments across the test enterprise. 3. Describe you experience performing this type of effort or similar type effort (to include size and complexity) in the past. Please provide Contract Number, and a brief description of your direct support of the effort. 4. Describe what contract type(s) (Single Award Indefinite Delivery / Indefinite Quantity (SA IDIQ), Multi-Award IDIQ, C-Type, etc....) should be used and how it would support and incentivize a prime contractor to meet the requirement stated above while also mini minimizing Program Management overhead, sub-contractor pass-through costs, product improvements, and other tangible or intangible benefits to the Department of Defense. 5. If you have been involved with previous contracts within PM ITTS, describe your lessons learned and how PM ITTS can use this contract vehicle, in the manner you have responded, to improve its ability to deliver the right capability, on time and on budget. 6. Provide any additional information you find applicable to drive the strategy for this acquisition. 7. Please indicate if your firm is interested in holding a One-on-One meeting with PM ITTS IMO and ACC-Orlando. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this RFI.
