Description

NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Network Contracting Office 2 (NCO 2) intends to award a sole source contract award to GE Healthcare 8200 West Tower Ave. Milwaukee, WI 53223. The period of performance for contract award will be from August 23, 2017 through August 22, 2018. This requirement is to provide a Preventive Maintenance service contract for three (3) GE VIVID 7 and one (1) VIVID Q ultrasound units currently in use at the Syracuse VA Medical Center 800 Irving Avenue, Syracuse, NY 13210 to include replacement parts coverage, telephone support, operating system software and as well as, continuing education and support service. The contractor will be responsible for full maintenance coverage by providing all replacement parts, labor, travel expenses, tools, test equipment and other incidentals necessary to maintain or restore the listed equipment to operating specifications according to the manufacturer s recommendations throughout the term of the contract. General Electric Healthcare, Inc. is the only company that can provide all the necessary OEM parts and perform all the necessary repairs for the General Electric Healthcare, Inc. medical equipment described above due to patents and copyrights on the equipment. This prevents other possible contractors from accessing the diagnostic software, possessing necessary tooling and providing OEM parts to the Government. GE Healthcare has proprietary software, patents and other intellectual property rights. This prevents other possible contractors from accessing the diagnostic software. Furthermore, GE Healthcare does not license proprietary service materials (Class C) to 3rd parties. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by August 4, 2017 at 10:00 a.m. (ET). Responses shall be submitted via e-mail to Kimberly.wiatrowski@va.gov. Telephone requests or inquires will not be accepted.
