Description
REQUIREMENTS/SPECIFICATIONS CONTRACTING OFFICER S REPRESENTATIVE The Contracting Officer s Representative (COR) is the person at the location assigned to provide technical guidance and advice regarding the services to be performed under this contract. No one other than the Contracting Officer is authorized to make changes to this contract, effecting time, cost or scope of services. REQUIREMENTS: The Contractor shall provide all personnel, benefits, equipment, training, supervision and supplies except as specified Government-Furnished, necessary for one (1) non-uniformed parking lot attendant service at the following location: Northport VAMC Campus Department of Veterans Affairs 79 Middleville Road Northport, New York 11768 Parking Lot B The Contractor must be located with a fully staffed office in the New York Metropolitan area (within 25 miles of Northport, New York). Staff must include but is not limited to, daily qualified personnel to meet the requirements of our contract, sufficient qualified backup staff, 24 hour availability to a senior manager who is responsible and capable of making on the spot decisions. All personnel shall perform their duties in a professional, courteous and competent manner. Assigned attendant shall sign in and out with the shift supervisor. Assigned personnel must report for duty at least 15 minutes prior the start of their shift. The Contractor shall provide to the Contracting Officer s Representative the names and work hours of personnel assigned to location. Any duty changes due to vacation, sickness, re-deployment or re-assignment shall be notified to the Contracting Officer s Representative as soon as possible. If the hours exceed the number of hours to be worked by a single person, it is the contractor s responsibility to furnish another attendant at the location to cover the shift. No overtime will be paid. The VA COR has the authority after interviewing the prospective candidate to reject said candidate if he does not meet VA criteria for employment. The tour of duty for the parking lot attendant will be from 0600 hours (6:00 a.m.) to 1400 hours (2:00 p.m.) The Contracting Officer, upon written notification, may require the Contractor to remove and replace any employee which the Contract Officer has reason to believe is not performing their duties in a professional, courteous and/or competent manner. SPECIFICATIONS: 1. PERSONNEL MINIMUM QUALIFICATION STANDARDS 1 (a) Education/Experience: All personnel assigned by the Contractor must possess at least a high school diploma or equivalent; be proficient in the English language with the ability to read, write and speak English to the extent of understanding and applying rules, orders, instructions. Must have experience demonstrating an ability to meet and deal with the general public and the ability to maintain control under stress; Any military service may be credited toward this experience. 1 (b) Age: All assigned personnel must be a minimum of eighteen (18) years of age or otherwise as required by local law. 1 (c) Health and Physical Fitness Requirements: All personnel assigned by the Contractor shall be physically able to perform all general duties, functions and activities of their assignment; shall be free of any communicable disease; shall be well proportioned as to height and weight; shall be in good general health, without physical defects or abnormalities which could interfere with the performance of their duties. 1 (d) Screening Process: The Contractor, at their expense, must initially screen all potential applicants to include the following: Satisfactory medical and educational history. Military service (if any) with honorable discharge, as evidenced by DD214 form. Employment bond application ($10,000 minimum). Employment agreement to submit to polygraph test anytime required. Police Record verify applicant has never been convicted of a felony or misdemeanor involving moral turpitude and/or drugs. 2. GOVERNMENT FURNISHED PROPERTY AND SERVICES VA shall furnish the following: Standard Operating Procedures Attendant Booth Equipment Handheld Radio VA Identification Badge 3. CONTRACTOR SERVICES Attendants shall not be permitted to carry or retain any unauthorized equipment or personals such as either concealed or unconcealed firearms, knives, come along or other such non-standard items when on property. 4. PROCEDURES The following procedure shall be followed where appropriate: Attendant shall be stationed at entrance to patient/visitor parking lot (Parking Lot B ). Shall limit access to parking lot to patients and visitors only. The tour of duty for the parking lot attendant will be from 0600 hours (6:00 a.m.) to 1400 hours (2:00 p.m.)
