- THIS IS A SOURCES SOUGHT NOTICE. This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Southern Arizona VA Health Care System (SAVAHCS) has a requirement for 3- Light Disinfection Robots. The intent of the procurement is to award a firm-fixed price contract. The Statement of Work (SOW) defines the effort required for the purchase and delivery of the requirement to the Tucson VA. Unique Features: This project encompasses patient care across the Southern Arizona VA Health Care System (SAVAHCS) continuum. The SAVAHCS for 3 - Light Disinfection that are planned to be used to assist in reducing C difficile infections in conjunction with reducing all HAI rates. These units will be used in the OR, Building 60 CLC, and Ward 2S. Since the equipment is portable the equipment will also be utilized in area where there may be higher rates of infection or for terminal cleaning after patients. Small Business manufacturers for this NAICS code have a size standard of 500 Employees. The resulting contract will be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included. It is anticipated that a Request for Quotes will be issued in August, 2017. Award of a firm fixed price contract is contemplated by August, 2017. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of residential renovation projects (including references); (3) intentions of subcontracting program to include set-asides; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) documentation on company s bonding capacity and limitations; and (6) any other pertinent company documentation. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate. STATEMENT OF WORK (SOW): Contract Title: Light Disinfection Robots Background: SAVAHCS has seen an increase in C. difficile (C. diff) rates. In FY 14, the rate was 8.5 inf/10,000 PCDs and in FY 15, the rate increased to 10.5 inf/10,000 PCDs. The rate for FY 16 decreased slightly to 9.0 inf/10,000 PCDs. Researchers at the University of Pennsylvania reported using UV-C light technology to clean patient rooms and reduced their C. difficile infections by 25% among hem-onc patients and saved up to 1.5 million in health care costs in a single year. To date, 20 peer- reviewed HAI rate reduction studies using the Xenex robot demonstrated the effectiveness in reducing pathogens from the environment. Five (5) of the studies were done by VA researchers found cleaning plus the UV light disinfection was far more effective than traditional cleaning methods and was 23% faster when integrated into the room cleaning process. One hospital noted a 53% reduction in C. difficile infection rates after 12 months. Scope: SAVAHCS plans to use the product the to assist in reducing C difficile infections in conjunction with reducing all HAI rates. These units will be used in the OR, Building 60 CLC, and Ward 2S. UL listed, hospital grade power cord. Must use full spectrum UV light, covering the full germicidal range of 200-300nm, as the mechanism for disinfection. Deactivates following microorganisms at a minimum: C. diff at a range of 1 meter in 5 minutes; 99.8% reduction. Must kill C. diff spores in a 5-minute light disinfection cycle. VRE at a range of 1 meter in 5 minutes; 99.8% reduction MRSA at a range of 1 meter in 5 minutes; 99.99% reduction Ebola at a range of 1 meter in 1 minute, >4 log reduction at the limit of detection Anthrax at a range of 1 meter in 15 minutes >3 log reduction at the limit of detection Efficacy cannot be affected by shading, pathogen concentration, or surface protein load. Must be able to disinfect inpatient rooms in 10 minutes (15 minutes if the room has a bathroom) for standard room size. Must be able to disinfect 60 rooms in a 24-hour period with a single device. Cannot damage equipment including degradation of plastics, equipment, and the environment of care. Must be able to disinfect microorganisms all multiple surface types. Must not utilize bulbs that contain toxic mercury. Cannot exceed 5-pound push weight. Must utilize an enclosed bulb system. Inspection and Acceptance Criteria: Equipment must be in new condition and in perfect working order.
