This is NOT a request for proposals; therefore, no formal proposals are required or will be accepted. All comments and recommendations shall be submitted via email using the Question/Comment form embedded in Section L Attachments as a DRAFT RFP Attachment 11. Comments and questions shall ONLY be provided to the Contracting Officer Dunamis Triska at dunamis.t.triska.civ@mail.mil with the full DRAFT solicitation # within the subject line. Questions and Comments via phone will NOT be accepted. ********************************************************************** THIS IS DRAFT SOLICITATION TO OBTAIN COMMENTS AND RECOMMENDATIONS ONLY AND NOT A REQUEST FOR PROPOSALS; THEREFORE, NO FORMAL PROPOSALS ARE REQUESTED, REQUIRED OR WILL BE ACCEPTED. OFFERS SHOULD NOT RELY ON THE DRAFT SOLICITATION IN DEVELOPING THEIR FINAL PROPOSED APPROACH AS THE FINAL SOLICITATION MAY DIFFER FROM THE DRAFT SOLICITATION. The United States Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has conducted market research regarding its requirement to provide for the continued use of virtual training simulation to build and sustain the training readiness of Soldiers. The Close Combat Tactical Trainer (CCTT) Manned Module Modernization (M3) will result in a modern, sustainable hardware and software system, based on relevant computing technologies and design approaches, while meeting all existing functional requirements in the performance specification. The overriding goal of this effort is to increase sustainability, reduce the hardware footprint, diminish complexity, improve cyber security, and prepare the system for future Army simulation architectures. This effort will include concurrency upgrade for both Abrams and Bradley modules as well as address requirements to provide a CCTT based training capability for the Joint light Tactical Vehicle (JLTV) and Armored Multi-Purpose Vehicle (AMPV). The U.S. Government's determination is the anticipated CCTT M3 contract shall be competed under Full and Open Competition. This is a DRAFT Solicitation and serves as a mechanism for comments and recommendations from industry to be submitted regarding the PEO STRI CCTT M3 requirement. The intent of this DRAFT Solicitation is to allow an exchange with industry in the form of questions, comments, suggestions, and corrections regarding perceived unnecessary or inefficient requirements. Potential Offerors should not rely upon the Draft RFP in developing their final proposed approach, because the final RFP is likely to differ from the draft. Potential Offerors are encouraged to comment on all aspects of the DRAFT Solicitation and identify unnecessary or inefficient requirements for the CCTT M3 effort that may significantly improve the final solicitation. Comments and recommendations, ONLY, are being requested. This is NOT a request for proposals; therefore, no formal proposals are required or will be accepted. All comments and recommendations shall be submitted via email using the Question/Comment form embedded in Section L Attachments as a DRAFT RFP Attachment 11. Comments and questions shall ONLY be provided to the Contracting Officer Dunamis Triska at dunamis.t.triska.civ@mail.mil no later than 2:00 pm Eastern Standard Time on 1 June 2017 with the full DRAFT solicitation # within the subject line.
