- The U.S. Army Special Operations Command intends to negotiate on a sole-source basis with Horizon Performance, LLC, Cary, North Carolina to establish a firm fixed priced contract for annual software licenses, sustainment and maintenance, and training support services for the Wholeman Assessment & Selection Software Services with a period of performance beginning 31 July 2017 through 30 July 2018, with four one year option periods. Pursuant to DFAR 206.302-1 (d), a sources sought notice was posted from 26 May 2017 to 9 June 2017 resulting in the determination that these services are only available from its producer/manufacturer and not through dealers or distributors. No other sources possess the capability to meet the Government's requirement. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government's intent to enter into a contract with Horizon Performance, LLC, Cary, North Carolina for the Wholeman Assessment & Selection Software Services The Government intends to award a sole source award in accordance with FAR Part 13.5, Simplified Procedures for Certain Commercial Items and will be made pursuant to the authority of FAR 6.302-1 only one responsible source and no other will satisfy the agency requirements for the above stated service. The Government's determination not to compete this proposed contract action is based on agency market research and the results of the sources sought notice. Responses to this notice may be collected for future requirements however, due to immediate mission needs, will not be considered for the purposes of this acquisition.
