- SOURCES SOUGHT ANNOUNCEMENT DMA FURNITURE FIXTURE AND EQUIPMENT The Defense Media Activity (DMA) is seeking authorized sources that can provide to provide commercial supplies and services that include, but not limited to Furniture Fixtures & Equipment (FF&E), Procurement, Project Management, Interior Design, and Transition Planning/Storage/Physical Relocation. CONTRACTING OFFICE ADDRESS: DMA Contracting Office - East 6700 Taylor Avenue Fort Meade, MD 20755 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Defense Media Activity Enterprise Wide Facilities Support is seeking information from potential sources capable of providing Furniture, Fixtures, and Equipment (FF&E) along with related services through the issuance of delivery/task orders for various actions and locations under a base IDIQ contract, supported by individual delivery orders. Delivery/task orders will be processed directly and rapidly. Related services include such things as Delivery and Installation, Interior Design, Project Management, FF&E Maintenance, Asset Management, Transition Planning, Relocation Planning, Warehousing, Reconfigurations and Moves. The intent is to award a contract vehicle that will be available for all field sites globally. DMA is headquartered at Ft. George G. Meade, MD and there are approximately 45 additional DMA field locations throughout the continental US (CONUS) and overseas (OCONUS) which are supported by approximately 2500 employees. CONTRACT/PROGRAM BACKGROUND: Contract Number: N/A Contract Type: IDIQ - Firm Fixed-Price Incumbent and their size: N/A Provide Brief description of the current program/effort: Defense Media Activity (DMA) is seeking sources in support of the DMA Worldwide (CONUS & OCONUS) Furniture, Fixture and Equipment efforts. List Anticipated Time Frame: 15 Sep 2017 - 14 Sep 2022 (Five year ordering period). List Place(s) of Performance: CONUS: Fort Meade, MD, March ARB, CA, Tobyhanna Army Depot, PA, Washington DC, Hawaii OCONUS: Various Installations to include but limited to locations within: Japan, South Korea, Guam, British Indian Ocean Territory, Belgium, Germany, Italy, Spain, Greece, Turkey, United Kingdom, Cuba, Honduras REQUIRED CAPABILITIES: Must provide all personnel, equipment, transportation, tools, materials, supervision, supplies, other items and services necessary to provide furniture and other ancillary services related to DMA FF&E Projects within the scope of this contract as detailed in the individual task orders. Contract shall provide all personnel, equipment, transportation, tools, materials, supervision, supplies, other items and services necessary to provide furniture with associated Interior Design Services and other ancillary Architectural and Engineering (A&E) Design services related to DMA FF&E projects, to provide Transition and Office Relocation Services to include relocation and moving, warehouse storage, project management, and other ancillary services related to DMA FF&E Projects, services necessary to alter, repair, restore, modernize, or construct facilities in support of FF&E projects. Project disciplines may include, but not be limited to: civil, structural, architectural, mechanical, plumbing, communications, intrusion/detection audio/visual systems, and electrical disciplines; petroleum/oil/lubricants systems; asphalt and concrete pavements, masonry, various roofing system, environmental and hazardous abatement, and demolition related to DMA FF&E Projects Capabilities must include the following: • Provide commercially available furniture from various manufactures to include but not be limited to Herman Miller, Kimball, Knoll, OFS Brand, Steelcase, equipment and fixtures as determined by DMA and its Agency's space standards. • Be capable of handling multiple task orders and supplier arrangements simultaneously. • Be capable of providing goods and services at various geographic locations worldwide, as determined by DMA. • Be capable of providing quick ship, delivery and installation (4-6 weeks) at various geographic locations worldwide, as determined by DMA. • Ensure all office furniture is completely assembled and installed properly. • Contractor shall work to provide interior design services to include submission of CAD drawings, 2-D and 3-D design documents, Axonometric views and other supporting documentation as deemed necessary by DMA. • Provide interior design services including all labor, materials, equipment, supplies, transportation, and supervision necessary to accomplish the work. • Be capable of providing services at various worldwide geographic locations as specified in the task order. • Be capable of handling multiple task orders simultaneously. • Provide commercial office relocation services including all labor, materials, equipment, supplies, transportation, and supervision necessary to accomplish the work. • Be capable of providing services at various geographic locations as specified in the task order. • Be capable of handling multiple task orders simultaneously. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 337215, with the corresponding size standard of 500 employees. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Small Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.
