- Description
- Fedmall Recompete Request for Proposal See attachment for full Request for Proposal Requirements. The goal of this requirement is to sustain and enhance the Defense Logistics Agency's (DLA's) modern e-Commerce system. This system is for Federal, DOD, state, and authorized local agencies and Foreign Military Sales (FMS) customers. DLA has partnered with the General Services Administration (GSA) Federal Acquisition Service (FAS) to develop a single Government Electronic Mall to provide one-stop shopping for GSA and DOD customers. FedMall is meant to support this DLA-GSA effort. The system is a state-of-the-art, Commercial off the Shelf (COTS) e-commerce platform to meet current and future system needs. Specifically, the goals of this effort are: 1. Reduce operating and hosting costs 2. Maintain a Cybersecurity strategy consistent with Federal and DOD policies, instructions, and architectures, including relevant commercial standards and laws 3. Maintain an e-commerce platform that allows multiple workflows and is flexible enough to meet the evolving requirements of the Federal government and program office, as well as users and vendors 4. Enhance the user experience, streamline business processes, and continue standard commercial best practices 5. Demonstrate a previously implemented and/or sustained e-commerce system. Demonstrate successful past performance equal or greater than Capability Maturity Model Integration (CMMI) level 3 standards for system sustainment, software development, and/or service development for e-commerce systems. The contractor shall employ best practice methods and the tools to support software engineering process areas of the CMMI, including but not limited to, project planning, project risk monitoring and control, test and performance measurement and analysis, configuration and change management, and requirements management, which are crucial to effective and efficient software project management. The solicitation is being issued in accordance with FAR Part 15 Contracting by Negotiation and FAR Part 16.5 Indefinite Delivery Contracts. Set-aside Status: Unrestricted. The resultant contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. There will be a Contractor Team Arrangement requirement and Socio Economic Participation factor. The resultant contract will have an effective base period of performance of 9 months, with two 1 year options and one 3 month option. Solicitation SP4701-17-R-7004 closes on August 24, 2017 3 pm est
