- Solicitation Number: VA-247-17-Q-0815 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial services/items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA-247-17-Q-0815 and is issued as a COMBINED SYNOPSIS/SOLICITATION (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-52, November 2, 2011. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This solicitation is issued as a total service disabled, veteran owned small business set aside. The North American Industry Classification System (NAICS) code is 335221. (v) This requirement consists of the following: Exact match ITEM NO. DESCRIPTION QUANTITY UNIT ESTIMATED OR STOCK NO. UNIT COST -------------------------------------------------------------------------------- 1 Double Deck Combi oven Composed of 2 individual countertop Combi Ovens joined by a combi-duo stacking kit, with a water filtration/scale elimination system attached. 1 EA Statement of Work ` Background: The purpose of this purchase is to replace the double deck steamer due to its declining condition. The current machine is past its equipment shelf life, due for replacement in 2015, and is no longer operational in the upper chamber. It is recommended to replace the steamer with a double deck Combi Oven, which can grill, roast, bake, stew, blanch, poach and steam meat, fish, poultry, vegetables, egg dishes, baked goods and desserts. This cooking system is more versatile than a steamer and can replace a grill, oven, fryer and steamer. Objectives: Purchase a new double deck Combi Oven to replace the current double deck steamer and have it installed by a qualified contractor/certified installer, including a water filtration system. Ability to prepare foods for in and outpatients using a properly functioning, energy efficient, more versatile combi oven. Scope: The current steamer is used 13.5 hours daily in the production of 3 meals per day. The contractor(s) shall furnish and install as itemized below per specification listed. Selection Criteria: Lowest price technically acceptable (Items shall be reviewed and approved by NFS management prior to final selection). Schedule of Items: The contractor will be expected to install quoted piece of equipment including accessory parts as outlined below: One (1) Double Deck Electric Combi Oven Rational Model: SelfCookingCenter (SCC) 62 E / B628106.43 Stainless steel interior and front, sides, top and legs. Capacity to hold (6) 18 x 26 full sheet pans or (12) 12 x 20 full size hotel pans 42 w x 38 ¼ d x 30 ¾ h ¾ NPS water supply input Steam cooking mode from 30 °C - 130 °C, with 18kW steam output Hot air cooking mode from 30 °C - 300 °C, with 21.6 kW dry heat output Combination of steam and hot air cooking mode from 30 °C - 300 °C 5 air speed programmable fan 1200 programming slots with up to twelve steps transferable vis USB Cooking Controls with 7 modes to enable multiple dishes can be cooked together with each rack individually monitored with cooking time adjusted according to load quantity and door openings Core temperature probe to measure internal cooking temperatures (3) grid shelves Right side door hinges Ethernet interface and USB port for HAACP data output and software updates 480v/60/3-ph, 31.5 amps, 22.1 kW ENERGY STAR rating 2 years warranty on parts and labor/5 year warranty on steam generator 2. Installation: -Pre-installation site survey to determine space, electric, drain and water requirements are met -Installation of double deck ovens to include duo oven stacking kit by a RCI Rational certified installer 3. Training: -In-service training provided manufacturer to include use, features, cleaning and maintenance of equipment -One operations manual -Point of Contact for Warranty Service 4. Water Filtration/Scale Elimination System: -Terry Model SMFS220 - Prevents scale from depositing inside multi compartment steam equipment -22,000 gallon capacity, up to 1800 lbs/day -Effective in all water conditions -Non caustic, non toxic and FDA approved as environmentally friendly Deliverables/Deliverable Schedule: Contractor will uncrate and set in place new ovens and install water filtration/scale elimination system and all connections. A Rational certified installer will install the new ovens, including the double deck stacking kit and all connections. After contacting NFS requisition managers at the VA, a specific time will be scheduled for the delivery of the product and the installation. Product will be installed during normal working hours, between 7:00am and 3:30pm, Monday through Friday. Contractor will be responsible for removing all cardboard, refuse, debris, etc. from site daily during installation period. Documentation necessary includes a statement acknowledgement/invoice and receipt of delivery. Contractor Responsibilities: Contractor(s) shall provide all labor, equipment and materials necessary to complete installation of equipment and accomplish work as stated. Receive all equipment and deliver to the facility. Uncrate and set into place. Install water filtration/scale elimination system. Certified Rational installer will provide all equipment labor and materials to connect ovens with stacking kit. Certified Rational installer will reconnect existing, proper sized, electrical service to new equipment as required to meet new equipment connection points. Certified Rational installer will reconnect water supply lines as required to meet new equipment connection points. Certified Rational installer will perform startup and test, and adjust machine as needed for proper operation Provide an extra six month warranty with this installation. Contractor will dispose of any debris at onsite dumpster. No additional work shall be required on the part of the government. Place of Performance: Address: Ralph H. Johnson VA Medical Center 109 Bee Street, Charleston, SC 29401 Location: Rom D-109-C, Main Kitchen Period of Performance: Contractor will have 5 working days to complete installation of the unit after the delivery date and remove all debris and leftover materials from site. Warranty: All labor, time, materials, equipment, travel and supplies necessary to keep equipment operational during the standard one year warranty period shall be included and presented by contractor to facility upon delivery of unit. The Government anticipates awarding a single contract resulting from this solicitation to the lowest priced technically acceptable offer that conforms to all solicitation requirements. Award without discussions is contemplated and all offerors are encouraged to submit their best offer with their initial submission. To be considered technically acceptable for award each offeror must provide with their submitted quote/offer: 1. Documentation that confirms the company/employees are manufacturer authorized resellers/ distributors and installers of the quoted items. 2. If you are quoting/offering or equal items, the offeror must submit manufacturer product literature that confirms the item(s) meets all the salient characteristics for the specified items. The salient characteristics for the specified item(s) are contained in the applicable manufacturer s literature. NA 3. If you are quoting/offering or equal items, the offeror must clearly identify the exact make, model, manufacturer and item description for each line item to be considered. Quotes/offerors that do not provide an adequate description of how the equal product meets the salient characteristics will not be considered for award. This is not applicable to offerors that are quoting EXACT MATCH items. NA 4.
