- RFI MCC-17-RFI-0142 The Millennium Challenge Corporation (MCC) and its financial services provider, on behalf of foreign government grantees (see list of partner countries) implementing grant programs, transmits US Dollars and foreign currency payments to foreign and US domestic bank accounts of vendors and other recipients. The grant programs in question are entered in to between MCC, a US government corporation, and foreign government partners. Before a country can become eligible to receive assistance, MCC's Board examines its performance on independent and transparent policy indicators and selects compact-eligible countries based on policy performance. MCC requires selected countries to identify their priorities for achieving sustainable economic growth and poverty reduction. Countries develop their MCC proposals in broad consultation within their society. MCC teams then work in close partnership to help countries refine a program. When a country is awarded a compact, it sets up its own local MCA accountable entity to manage and oversee all aspects of implementation. Monitoring of funds is rigorous and transparent, often through independent fiscal agents. The payment process administered by MCC is part of this framework. The Millennium Challenge Corporation (MCC) is Requesting Information (RFI) as part of its market research to determine whether there are financial services providers which have the capability to transfer funds to bank accounts in the US and to all of the partner countries listed at the link above in either USD or the foreign currency. Furthermore, and as part of an responses to this RFI, MCC seeks to determine whether there are financial services providers who are willing and able to offer payment services of the type described without fee. If fees are assessed, respondents should clearly describe those fees, the amount and whether they are applicable to US dollar transactions, foreign currency transactions, or both. In addition, please indicate whether any discounts would be applicable in the context of the volume of average annual transactions included in the introduction of this RFI.
