Request for Quotations, RFQ #: P17PS02123 Carpet - Reproduction Historic Carpet The National Park Service, Fort Vancouver National Historic Site has a requirement and is Requesting Quotes for the purpose of purchasing Carpet - Reproduction Historic Carpet. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-94, 2005-95 / 01-19-2017) and is set aside for small businesses; NAICS 314110 Carpet and Rug Mills, with a small business size standard of 1,500 employees. A Wholesale Trade or Retail Trade business concern submitting a quote on a supply acquisition is categorized as a non-manufacturer and deemed small if it has 500 or fewer employees and meets the requirements of 13 CFR 121.406. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter(s) whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. We prefer to award to one vendor; however reserve the right to make multiple awards. Interested quoters must have an active registration in the System for Award Management (SAM) database before an award can be made to them. If the quoter is not registered in SAM, they may do so through the SAM website at https://www.sam.gov/portal/SAM/ 1. Background: This acquisition is for Reproduction Historic Carpet for the McLoughlin House, a unit of Fort Vancouver National Historic Site (FOVA). John McLoughlin presided over the Hudson Bay Company's fur trading operations in the Pacific Northwest during the mid - 1800's. The former Chief Factor at Fort Vancouver in the Oregon Country from 1825-1845, he possessed both business acumen and compassion and oversaw British interests and established a colony that influenced the political, social, and economic life of the region for decades. He also assisted exhausted, starving Americans arriving over the Oregon Trail, earning the nickname "Father of Oregon". John and his family settled into a home in Oregon City in 1846 and he built a second career promoting the economic prosperity of the Oregon Territory. He became an American citizen in 1851, and served as the mayor of Oregon City. McLoughlin's home was saved from demolition by the McLoughlin Memorial Association and moved to its present location (a charter park donated by McLoughlin) in 1909, and was added to the National Park System in 2003 as a unit of FOVA. For more information on the McLoughlin House Unit, see: www.nps.gov\fova Updates to the house are currently underway to improve the accuracy of the finishes and furnishings. As a part of this overall project, reproduction carpet is required for numerous rooms within the house. The government will allow the contractor to access the site for purposes of measurement, photography, and examination of rooms in the house. The requirement is for carpet purchase and delivery only; installation will be arranged by the government. 2. Delivery Location: The McLoughlin House is located at 713 Center Street, Oregon City, Oregon, 97045. However, the carpet to be purchased shall meet requirements listed in the attached specifications documents; the quoted price shall include delivery (FOB Destination) to: National Park Service, Fort Vancouver National Historic Site 501 East 5th Street, Building 400, Vancouver, WA 98661 A site visit to the McLoughlin House is recommended prior to submitting a quote. An organized site visit will not be scheduled; however, the house is open to the public during the times indicated on the park website and interested quoters can also make arrangements for visiting the location by contacting the contact person indicated in the attached documents. The purpose of this solicitation, attached specifications documents and any resulting Purchase Order/Contract is to provide Documented Reproduction Carpet in several separate patterns appropriate for ca. 1850 for numerous rooms in the McLoughlin House. The Contractor/Vendor shall provide the National Park Service with all labor, supplies, materials, facilities, travel and delivery necessary to provide 100% documented historic reproduction carpet as detailed in the attached specifications documents.
