- Amendment No. 0002 - The purpose of this amendment is to revise solicitation Section Part E - Solicitation Provisions, E.2 Addendum to 52.212-01 Instructions to Offerors - Commercial Items, f. Quotation Instructions, (B) Technical Submittal Instructions, (1) Technical Approach, paragraph (ii) "Propose the first year's fish Monitor/Study Plan (2017-2018) in accordance with the PWS" to now state the following: "Propose the base period's fish Monitor/Study Plan (September 2017- April 1, 2018) in accordance with the PWS." Solicitation replacement Pages E-5 & E-6 are attached. Amendment No. 0001 - The purpose of this amendment is to provide the Questions and Answers document, provide revised solicitation documents, and extend the quotation due date. See attached Standard Form 30 (SF30) for details regarding this amendment. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. (ii) A request for quote (RFQ No. R17PS00621) is being issued subsequent to this combined solicitation/synopsis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-95. Option Year 4 Note: Quoters shall furnish pricing for the base year and the options on the Attachment 4 - Contract Price Schedule provided. (vi) The Bureau of Reclamation has a requirement for a contractor to conduct annual fish monitoring of selected streams in the Gila River basin of Arizona and New Mexico as outline in Attachment 1 ¿ Performance Work Statement. Contractor shall provide all personnel, travel, housing, equipment, tools, permits, supplies, supervision, labor and transportation, and other items necessary to perform the monitoring services described in Attachment 1- Performance Work Statement. Reclamation anticipates awarding one firm-fixed price contract as a result of this RFQ with a base year and four option years. (vii) The performance will begin on or about September 2017 and will run for a 12 month performance period. There will be four (4) Option provisions included that if exercised will also run for a 12 month performance period. THE FOLLOWING CLAUSES, PROVISIONS, AND ADDENDUMS ARE APPLICABLE TO THIS COMMERCIAL ITEM ACQUISITION: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items is applicable to this RFQ. The following addendum is also applicable to this RFQ. In addition to the requirements of the Instructions to Offerors - Competitive Acquisitions provision of this solicitation, each quoter shall submit a quote in accordance with the instructions contained in this provision. (A) GENERAL QUOTATION INSTRUCTIONS (1) Quotation package shall: a) be specific and complete in every detail, b) conform 100% to all solicitation terms, conditions, provisions, clauses and requirements, c) be logically assembled, practical, legible, clear, concise, coherent, and indexed, d) have numbered pages. (2) Arrangement of Quotation Package: The quotation package shall consist of a two separate documents: 1) Technical Submittal (which shall not exceed 100 total pages) and 2) Pricing Quotation. Four hard copies of each document shall be submitted. Also, quoters must acknowledge all Amendments. Your Technical Submittal must address in detail all of the elements specified under Factor 1 - Technical Approach, Factor 2 - Key Personnel Qualifications, Factor 3 - Experience, and Factor 4 - Past Performance. (5) Pricing quotation shall be prepared in accordance with Section C. Pricing Quotation Instructions. (B) TECHNICAL SUBMITTAL INSTRUCTIONS Technical Approach, Key Personnel Qualifications, Experience, and Past Performance Information Requested: (1)Technical Approach - Your technical approach shall address the following: (i)Provide Proposed Technical Approach ¿ Give detailed explanations of proposed approaches to performing and accomplishing the task described in the Performance Work Statement (PWS). Adequately address and explain approach on all 12 of the elements listed under Factor 1. Quoter shall use the recommended fish sampling design outlined in the PWS, or propose an alternative sample design. Any proposed alternative sampling design must demonstrate an improvement upon the existing sampling design. Repeating the work statement without elaborating on the specific tasks to be performed is unacceptable; (ii)Propose the base period's fish Monitor/Study Plan (September 2017- April 1, 2018) in accordance with the PWS. (iii)Address the personnel required to perform all the PWS tasks (full or part time employment, subcontract, or consultation and the source from which they will be obtained); (iv)Contain a specific statement of any safety problems or challenges / difficulties anticipated in performing or accomplishing the work, an evaluation of the various methods considered for resolution of the problems/difficulties, substantiation of the method(s) selected, principles or techniques which are proposed to solve the problem, and the degree of success expected; (v)Provide proposed project plan which divides the work into severable tasks or phases which indicates the work to be accomplished, start/completion schedule, milestone chart, and labor hours by labor category including the basis for the hour estimates; (vi)Identify if the proposed sampling crew have the valid State and Federal scientific collecting permits to perform the monitoring services, or the ability to obtain them by the estimated period of performance start date of September 1, 2017; (vii)Include a breakdown of unpriced labor hours estimated for each labor category proposed to accomplish each task or phase of the work and the basis for each estimate; (viii)Identify and address the need for and/or the availability of equipment and the types of quantities of proposed materials and equipment necessary to perform the work; and (ix)Identification of the number, duration, destination and purpose of any trips proposed for performing the work (2)Experience ¿ Provide experience information on projects performed in the Southwest Region in the last ten (10) years where services provided were similar in scope and to the services required in the PWS. For experience quoter shall complete an Experience Form for each project (see RFQ Attachment 3). (3)Key Personnel ¿ Quoter shall identify and submit details regarding the qualifications of all key personnel proposed to work on the project. Quoter shall include the names of individuals as well as their specific role on the project, their education, certifications (if applicable) and previous work experience performing on projects similar in scope to the PWS. (4) Past Performance ¿ Experience projects submitted under (2) Experience will be used for past performance. Please ensure to submit the requested information under (2) Experience. (C) PRICING QUOTATION INSTRUCTIONS (1) Quoter shall submit a completed copy of Attachment 4 ¿ Contract Price Schedule. Quoters are hereby notified that even though additional data to support proposed prices are not initially requested in this solicitation, the Contracting Officer reserves the right to request such data if they are later found necessary. E.352.212-2EVALUATION ¿ COMMERCIAL ITEMSOCTOBER 2014 (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following five (5) evaluation factors shall be used to evaluate offers: 1.Technical Approach 2.Experience 3.Key Personnel 4.Past Performance 5.Price (all proposed prices will be reviewed for price reasonableness and any instances of unbalanced pricing) Basis for award will be best-value ¿trade-off. ¿ (b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the vendor's specified expiration time, the Government may accept a quote (or part of the quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Technical Evaluation Criteria: Factor 1 - Technical Approach: Quoter ¿s technical submittal must clearly reflect that the quoter has the expertise, available resources and equipment required to successfully perform the tasks and objectives described in the PWS. At a minimum, the quoter should address the following 12 elements in their technical approach: ¿Approach to prepare for and implement the fish Monitoring/Study Plan ¿Approach for assuring completion of 25% of the streams listed in Table 1 annually, and 100% of the streams over five years ¿Approach for using the recommended fish sampling design outlined in the PWS, or a proposed alternative sample design. Proposed alternative sampling design must demonstrate an improvement upon the existing sampling design. ¿Approach to explain the proposed sampling methodologies and ensure sampling gears adjusted according to the focus specifies ¿ habitat preferences and the availability of habitats at each site. ¿Approach to demonstrate vendor ¿s knowledge and experience using difference sampling techniques to maximize the probability of detection for the species of interest. ¿Approach to ensure that proposed equipment is appropriate for the stream site conditions ¿Approach to ensure data quality (QA/QC approach, data management) is consistent with the PWS and vendor ¿s proposed strategy ¿Approach that includes strategies to avoid data loss (data transfer, redundancy, backup procedures, etc.) ¿Approach to ensure work is conducted in a safe manner (fieldwork, office work, travel and lodging). ¿Approach for managing schedules to ensure that all required tasks, milestones, and deliverables included in the PWS are completed on time. ¿Approach for training staff to: conduct complete and accurate surveys; enter, analyze, and manage data; document procedures; and prepare reports. ¿Approach for ensuring the proposed sampling crew have the valid State and Federal scientific collecting permits to perform the monitoring services, or the ability to obtain them by the estimated period of performance start date of September 1, 2017. The Government will evaluate this factor to determine the feasibility of the quoter ¿s technical approach to see if it is technically sound (uses proven, successful methods) and if the methods are practical for achieving the goals and objectives outlined in the Performance Work Statement (PWS). Factor 2 - Experience: Quoters shall specifically address their experience surveying warm water native fishes in the Southwest Region, field knowledge, and expertise performing work similar in scope and magnitude to the tasks described in the PWS. Quoters shall specifically address under this factor, their experience with data collection and management of the projects they performed on. Quoters shall indicate whether they performed the work they describe as a prime contractor or a subcontractor to another firm. All examples of experience provided to show similar and/or relevant projects shall at a minimum include: ¿name of the project; ¿description of the work; ¿contract number; ¿contract period of performance; ¿name and address of the client; and ¿name(s) and telephone number(s) of references from the client who may be contacted for further information. (Please complete a copy of RFQ Attachment 3 for each project you provide under this factor) The Government will evaluate the vendor ¿s technical submittal to determine field knowledge, and expertise in performing work similar in scope and magnitude to the tasks described in the PWS. Factor 3 - Key Personnel Qualifications: Quoters shall identify and submit details regarding the qualifications of all key personnel proposed to work on the project. Quoters shall include the names of individuals as well as their specific role on the project, their education, certifications (if applicable) and previous work experience performing on projects similar in scope to the PWS. Quoter ¿s key personnel shall have experience on fish monitoring projects requiring warm water native fishes in the Southwest Region, quality fieldwork, timely reporting of study results, data management, document /report preparation and technical and copy editing. The proposed Project Manager/Lead Biologist must have a minimum of (5) years of experience managing projects of similar scope & magnitude to be found acceptable. If personnel are not hired yet or will be subcontracted, the quoter shall indicate education, background and experience that will be required from their subcontractors The Government will evaluate the quoter ¿s proposal to determine to what extent the key personnel are suitable for performing the work required in the PWS. Factor 4: Past Performance: Experience projects submitted under Factor 2 will be evaluated for past performance. NOTE: A quoter without relevant past performance, or for whom information on past performance is not available; a Neutral rating will be assigned. Quoters are encouraged to submit past performance information on projects where they performed work as subcontractors or as part of a team or joint-venture as well as on work where they performed as the prime contractor. Also, if you intend to use a partner arrangement and/or a subcontractor to perform on this work, past performance information should be submitted for them as well. Quoters shall specifically identify in their quote any past performance shown that is attributed to current or to prospective employees and or subcontractors. The Government may also use past performance information obtained from sources other than those identified by the quoter. Information obtained from the Past Performance Information Retrieval System (PPIRS) located at https://www.ppirs.gov/ is one of the sources that will be utilized. PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the Naval Sea Logistics Center Detachment Portsmouth. The Government will also use information obtained from The Federal Awardee Performance and Integrity Information System (FAPIIS) located at https://www.ppirs.gov/fapiis.htm. The Government will evaluate the quoter ¿s Past Performance information for currency relevancy, source if the information, context of the data, and general trends in the contractor ¿s performance to determine the Government ¿s confidence in the likelihood of the quoter successfully completing the contract requirements. Factor 5: Price (a) For award evaluation purposes, the Government will use the total evaluated price which will be derived by summing the total pricing of all contract line items. All proposed prices will be evaluated for price reasonableness and balanced pricing.
